RULE 2 - PERMITS <br />2.04.3, Site Description and Land Use. The PSCM surface facilities will be removed in accordance <br />is with Section 4.04, Support Facilities. <br />Removal of Surface Facilities <br />The surface facilities are shown on Map 2.05.3 -M1A, Mine Facilities Map (South End) and Map <br />2.05.3 -M1B, Mine Facilities Map (North End). <br />Mine and Related Facilities - The PSCM facilities include mine portals, mine fan, mine offices and <br />bathhouse, substation, rock dust tanks, fuel and oil storage area, equipment and material storage <br />areas, mine access road, coal handling facilities, coal stockpile, overburden stockpile and topsoil <br />stockpile. A detailed description of these facilities has been presented in Section 2.05.3(3), Mine <br />Facilities. <br />Demolition and Final Grading - All equipment, buildings, and above ground structures not <br />approved for retention to support the post- mining land use will be dismantled and removed from the <br />site as described below: <br />• Reclamation of the Coal Handling System — Reclamation of the coal - handling system <br />(considered as part of the mine surface facilities) will be completed in conjunction with <br />overall reclamation of the surface facilities area. Prior to rough grading the coal handling <br />facilities area, all usable coal - handling equipment will be removed and salvaged, and the <br />ROM Stacker, Sampling Station, Primary and Secondary Crusher Buildings, Sample <br />Building, and associated conveyors and related structures will be dismantled and removed <br />• from the site or demolished. A portion of the fill used to construct the facilities area will be <br />hauled to backfill the portal area and the will be rough graded to blend with the surrounding <br />terrain. <br />• All concrete foundations will be demolished to at least three feet below the surface. Prior to <br />foundation demolition, foundation pads and adjacent areas will be inspected for evidence of <br />spills or staining (i.e. hydraulic fluids, antifreeze, oils, solvents or similar materials) and <br />tested, if indicated by inspection, for any potentially hazardous materials. If no spills or <br />stains are observed, it will be assumed that the areas are clean and do not require testing. If <br />exposed foundations are not contaminated, they will be rubblized and buried in the backfill <br />either in the portals or against the toe of highwall during reclamation. If inspection and <br />subsequent testing indicate contamination, the concrete will either be cleaned, rubblized, <br />buried on -site, or rubblized prior to removal and disposal at a properly licensed off -site <br />facility. If foundations are found to be contaminated, areas beneath the foundations will be <br />tested following foundation removal and appropriate remedial measures (soil removal and <br />cleaning to eliminate or neutralize contaminants) implemented based on testing results. <br />• Septic systems and associated leach fields will be decommissioned and removed or <br />backfilled in accordance with applicable local and state requirements at the time of closure. <br />• Buried utilities will be stubbed -off below the post- mining grade level and left in place. <br />• • The PSCM Wadge Seam portals will be sealed, in accordance with 30 CFR 75.1711 -2.
