RULE 2 - PERMITS <br />• Seedbed preparation and reseeding of the disturbance area with an approved reclamation <br />• seed mixture <br />• Application of interim site stabilization measures to prevent excessive erosion and soil <br />loss until an effective vegetative cover can be reestablished <br />• Site maintenance and monitoring through the end of the reclamation liability period or <br />until reclamation liability and bond release are approved <br />During the reclamation process, PSCM will utilize many of the same environmental <br />protection/mitigation measures used in other active operations to prevent potential adverse <br />environmental impacts. Drainage and sediment will be controlled using temporary disturbed area <br />collection ditches and sedimentation ponds; permanent diversion ditches; and localized use, as <br />required, of alternative sediment control measures (berms, straw bales, silt fences, etc.) until <br />effective drainage can be reestablished. Any berms constructed to contain small drainage areas will <br />be revegetated and may be left in place if the vegetative cover is effective and the berm is stable <br />otherwise they will be reclaimed. Regrading operations will be limited to the existing disturbance <br />area and those areas immediately adjacent to the undisturbed areas necessary to provide for <br />effective blending of regraded surfaces with the surrounding terrain. Fugitive dust emissions will <br />be controlled during reclamation by periodic watering of roads and active reclamation areas. <br />2.05.4(2)(a) Reclamation Timetable <br />The following summarizes the timing of reclamation activities that will occur for the PSCM and <br />• related facilities upon completion of all mining activities: <br />Years 1 -2 — The mine portals will be sealed and backfilled. Associated structures, facilities, <br />and equipment, including foundations, will be dismantled, demolished, and either <br />removed from the site or buried on site. <br />Years 2 -3 — The disturbed area will be graded to the design final configuration, available <br />soil materials will be replaced, and the reclaimed area will be seeded and mulched. <br />2.05.4(2)(b) Reclamation Costs <br />The basis for estimated costs for reclaiming the PSCM portal and other surface facilities are <br />discussed here and in section 3.02. <br />A description of the major tasks included in the reclamation of the PSCM facilities follows <br />beginning with surface facilities removal. This information provides the basis for the reclamation <br />cost estimate. The PSCM reclamation bond will include the new PSCM facilities described in <br />section 2.05.3 and listed in Table 2.05.3 -T3 (South End Facilities Summary), the previous Seneca II <br />mine facilities shown on Map 2.05.3 -M1B, Mine Facilities Map (North End), and Exhibit 2.05.3 - <br />E1, Mine Facilities (North End) Details, and those portions of the original Seneca II reclaimed areas <br />that require Phase II and Phase III bond release and which will be included in the PSCM permit area <br />(see section 3.02). It is anticipated that the reclamation bond for the Seneca Facilities will be <br />• adjusted based on the reclamation bond release request filed by the Seneca II Mine. The post mining <br />land use of rangeland and wildlife habitat is based on the existing land uses as presented in Section <br />PSCM Permit App. 2.05 -35 Revision 12/17/09 <br />
