RULE 2 - PERMITS <br />2.05.4 Reclamation Plan <br />• The following sub - sections describe ongoing and planned reclamation activities designed to <br />mitigate the effects of mining - related surface disturbance and return the disturbed area to a <br />configuration and condition compatible with the proposed post- mining land use of undeveloped <br />lands for rangeland and wildlife habitat. The reclamation plans described in this section reflect <br />consideration of pre- mining baseline conditions as described in Rule 2 - Section 2.04, Information <br />on Environmental Resources by incorporating proven reclamation techniques and methods. <br />To a reasonable extent, PSCM has incorporated ongoing advances in reclamation methods and <br />technology in order to optimize successful reclamation results. As future developments and <br />innovations in reclamation technology and methods occur that may be applicable and beneficial <br />relative to enhancing site reclamation, they will be evaluated and may be incorporated in site <br />reclamation plans through the permit revision process. <br />2.05.4(1) Compliance with Environmental Protection Performance Standards <br />The reclamation plans presented in the following sub - sections and in the related referenced <br />supporting materials address applicable regulatory provisions of both Rule 2 - Section 2.05.4, <br />Reclamation Plan, and relevant sections of Rule 4.0, Performance Standards. <br />2.05.4(2) Reclamation Plan Information <br />In general, facilities and the associated surface disturbed area will be reclaimed when they are no <br />• longer needed to support ongoing or anticipated future operations. For some areas, this <br />commitment translates into interim reclamation of areas no longer required for ongoing operations <br />while active mining and related operations continue in other areas. For other areas, reclamation will <br />be the final step in the development/mining/reclamation cycle, once all active mining and related <br />operations have been completed. <br />Reclamation of the mine surface disturbance area, whether interim or final reclamation, will involve <br />a logical sequence of activities designed to return the disturbed area to a configuration and condition <br />compatible with the proposed post- mining land use: <br />• Removal and salvage or demolition and disposal of any surface structures and facilities <br />not approved for retention to support the post- mining land use <br />• Sealing and backfilling of all mine openings and any wells that will not be retained for <br />monitoring or water supply <br />• Regrading of the disturbance area to the approved post- mining configuration, with <br />grading to blend with surrounding undisturbed and previously reclaimed areas and <br />reestablish effective site drainage <br />• Construction of designed post- mining drainage channels <br />• • Replacement of available soil resources <br />PSCM Permit App. 2.05 -34 Revision 12/17/09 <br />
