Tom Schlosser <br />February 3, 2015 <br />Page 3 of 6 <br />EXHIBIT D - Mining Plan (Rule 6.4.4): <br />The mining plan shall supply the following information, correlated with the affected lands, map(s) and timetables: <br />A map (in Exhibit C - Pre - Mining and Mining Plan Maps(s) of Affected Lands, Subsection 6 4.3) may be used along <br />with a narrative to present the following information: <br />(i) nature, depth and thickness of the ore body or deposit to be mined and the thickness and type of overburden to <br />be removed (may be marked "CONFIDENTIAL, " as per Paragraph 1.3(3)); and <br />(ii) nature of the stratum immediately beneath the material to be mined in sedimentary deposits. <br />10. The Application states the gravel deposit is 6' to 8' thick covered with 14 to 18 inches of topsoil with little <br />to no overburden. While on the pre - operational inspection the Division observed the depth of the previously <br />disturbed pit to be approximately 30 feet deep. It is the Division understanding that this pit floor elevation <br />will be the final elevation of the entire Affected Area once mining is complete. Please clarify this <br />discrepancy between the Mining Plan narrative and what was observed and discussed with the Applicant. <br />General Questions regarding the Mining Plan: <br />11. Please discuss the plan for the previously disturbed pit and overburden pile located on the proposed mine <br />site. <br />12. Please discuss the plan for the well that is listed on the Mine Plan Map. <br />13. The Mine Plan Map shows the mine advance from near the center of the permit to both west and east <br />directions, but the mine plan narrative states mining will progress west to east. Please clarify this <br />discrepancy. <br />14. Please show the proposed location(s) of the topsoil pile(s) within the site on the Mine Plan Map. <br />EXHIBIT E - Reclamation Plan (Rule 6.4.5): <br />The Reclamation Plan shall include provisions for, or satisfactory explanation of, all general requirements for the <br />type of reclamation proposed to be implemented by you. Reclamation shall be required on all the affected land. The <br />Reclamation Plans shall include: <br />Where applicable, plans for topsoil segregation, preservation, and replacement; for stabilization, compaction, and <br />grading of spoil; and for revegetation. The revegetation plan shall contain a list of the preferred species of grass, <br />legumes, forbs, shrubs or trees to be planted, the method and rates of seeding and planting, the estimated <br />availability of viable seeds in sufficient quantities of the species proposed to be used, and the proposed time of <br />seeding and planting. <br />15. The Applicant states all topsoil and any overburden will be stockpiles and compacted to prevent erosion. <br />Please revise this statement to indicate that the overburden piles will be compacted and seeded while the <br />topsoil stockpiles will only be seeded. Compaction of topsoil could result in loss of soil characterization. <br />16. The Applicant states if stockpiles are left for more than one growing season, a growth medium will be <br />planted to prevent any further erosion. Please commit to using the reclamation seed mixture or submit a <br />temporary seed mixture for Division approval. The Division recommends using the reclamation seed <br />mixture to help ensure desired vegetation is achieved in final reclamation. <br />
