The Applicant refers to an attached grass seeding plan; this was not included in the Application. Please <br />submit the recommend reclamation seed mixture for the site. <br />(ii) Fertilization - if applicable, specify types, mixtures, quantities and time of application; <br />18. The Applicant states that mulch and fertilizer will be applied to the site pending a soil test after final <br />grading and topsoil replacement has been completed. For reclamation cost estimate purposes, the Division <br />will use the standard of 2 tons /acre of crimped straw for the mulching cost and 40lbs /acre of nitrogen and <br />40lbs /acre phosphate for the fertilizing cost. <br />** *The Division will include the soil sample test as a Commitment to the permit when the permit is issued. <br />When final grading and topsoil replacement has been completed, the Operator will be required to submit the <br />soil test results and recommended mulch/fertilizer to the Division. * ** <br />EXHIBIT F - Reclamation Plan May (Rule 6.4.6): <br />The map(s) of the proposed affected land, by all phases of the total scope of the mining operation, shall indicate the <br />following: <br />The expected physical appearance of the area of the affected land, correlated to the proposed mining and <br />reclamation timetables. The map must show proposed topography of the area with contour lines of sufficient detail <br />to portray the direction and rate of slope of all reclaimed lands. <br />19. The Reclamation Plan Map submitted on page 2 -F of the application does not sufficiently portray the post - <br />mining topography due to the small scale. Please re- submit a map clearly showing the proposed post - mining <br />topography of the site. The Division recommends using a map scale similar to the Mine Plan Map. <br />EXHIBIT I - Soils Information (Rule 6.4.9): <br />In consultation with the Soil Conservation Service or other qualified person, you must indicate on a map (in Exhibit <br />C) or by a statement, the general type, thickness and distribution of soil over the affected land. Such description will <br />address suitability of topsoil (or other material) for establishment and maintenance of plant growth. The above <br />information shall satisfy "completeness" requirements for purposes of determination of date of filing. <br />20. The map submitted on page I -2 of the application is too faint and the Division is unable to determine which <br />map units are within the permit area. Please re- submit a map clearly showing the map unit boundaries and <br />labels. <br />EXHIBIT J - Vegetation Information (Rule 6.4.10): <br />You must include in this Exhibit a narrative of the following items: <br />Descriptions of present vegetation types, which include quantitative estimates of cover and height for the principal <br />species in each life form represented (i.e., trees, tall shrubs, low shrubs, grasses, forbs). <br />21. Please provide quantitative estimates of cover and height for the rangeland portion f the site. In addition, the <br />Division observed, during the pre - operational inspection, agricultural fields in parts of the northern and <br />southern portions of the proposed permit area. Please include these areas in the narrative for the "description <br />of present vegetation types ". These areas should also be outlined and labeled within one of the pre - mining <br />
