Run -off from the spur track located west of <br />Reed Wash is not contained in a sediment pond. <br />The applicant will implement best management practices to control erosion from <br />the rail spur west of Reed Wash as follows: <br />1) Exposed surface areas will be stabilized to promote a reduction in the rate <br />and volume of runoff; 2) Sediment filters such as a silt fences will be used to <br />reduce overland flow velocity, reduce runoff volume and trap sediment; 3) The <br />outslopes of the rail spur will be seeded and mulched to promote vegetation <br />which will result in reduced runoff volume and trap sediment; 4) A berm will be <br />placed at the toe of the slope and runoff will be treated via the silt fence, 5) A <br />small area exemption (SAE) for topsoil stockpile #2 will be installed. Locations of <br />the designed silt fences, both East and West of Reed Wash are shown on Map - <br />16. Silt Fence and SAE designs are located in Volume I, Exhibit 9. Discharge <br />from SF -8 & 9 and SF -12 & 13 will be routed through flexible pipe and outlet <br />directly into the vegetation on the banks of Reed Wash in order to minimize bank <br />erosion, <br />These measures should minimize erosion, resultant siltation, and disturbance to <br />the prevailing hydrological balance. <br />Five culverts are located under the tracks west of Reed Wash. Four are placed <br />to allow wetland hydrology to flow under the tracks. One culvert is placed in the <br />railroad right -of -way where there is a small drainage channel. <br />A portion of the rail loop is within 100 feet of Reed Wash, a perennial stream and <br />one section that is within 100 feet of Loma Drain, a perennial stream. Rule <br />4.05.18 requires the DRMS make a finding that authorizes any proposed <br />disturbance within 100 feet of a perennial stream. The disturbed area that is <br />within 100 feet of Loma Drain is in fill, and a small portion in cut. The portion in <br />fill will be bermed to prevent runoff from entering Loma Drain without treatment. <br />Flow from culvert C -W5 will drain into Loma Drain. Runoff from the disturbed <br />area will be treated by the use of Silt Fence (SF -7). In addition, C -W5 has a small <br />upland drainage area, but the drainage area is undisturbed and therefore will not <br />contribute to the violation of applicable water quality standards. There are six <br />areas that come within 100 feet of Reed Wash. Runoff from the area west of <br />Reed Wash is treated by the use of Silt Fence, (SF -8 & 9 as shown on Map -16). <br />Permit Application 2.05 -22 01112 <br />
