Tabetha Lynch, DRMS <br />Page 3 <br />January 20, 2015 <br />Similar to the 2011 ARR, a comparison of areas Oxbow reported to have "reclaimed" in 2012 <br />to the areas reported to be "reclaimed" in 2013 and found it to be 1.02 acres. The following <br />sites were reported to have been "reclaimed" on the 2013 report and were marked as <br />"Existing" on the 2012 report: GVB -LW 12 -02, GVB -LW 17 -OIAB, GVB -LW 17 -01C, GVB - <br />LW 17 -09 and GVB -LW 19 -03 Pilot. The disturbance reported for GVB -LW 10 -05 was <br />reported to have been "reclaimed" in 2012 but was marked as "existing" in 2013. <br />(d) The annual reclamation report forms indicate 14.08 acres have been topsoiled in 2011 <br />and .2 acres had been topsoiled in 2013. The reports do not indicate where these acres <br />are located as required by the rule. <br />(e) Oxbow provides a table in Exhibit 1 of the ARRs indicating which areas have been <br />seeded, their respective acreage and the year they were seeded for both the 2011 and <br />2013 ARR. <br />Oxbow planted 14.08 acres in 2011. The 2011 report includes two seed invoices from <br />the Granite Seed Company. The species used in the seed mixes are included on the <br />invoices. The approved revegetation plan included in Exhibit 2.05 -E6 of the permit <br />contains three seed mixtures. Two of the seed mixtures are the specific mixtures <br />required to be used on BLM and Forest Service land. One of the mixtures is designed for <br />Juniper Woodlands and Mountain Shrubland habitat. The seed invoice dated <br />09/29/2010 contains the species required to be planted on BLM land. The invoice <br />dated 11/30/2011 includes a species from the Juniper Woodlands and Mountain <br />Shrubland habitat with one exception. This mixture did not include Pacific Aster, Aster <br />chilensis as required. Based on Map 2.05 -M1, the areas planted in 2011 are located on <br />private property, BLM land and Forest Service land. It is unclear which seed mixture <br />was planted on the each of the sites reported to have been planted in 2011. If Oxbow <br />only used the seed mixture in 2011 from the seed bags from the invoice provided with <br />the report, it does not appear the Forest Service seed mixture was used on pad <br />sites /roads LW- 16 -06, 07 and LW18 -07 that are located on Forest Service land. <br />The 2013 report contains two seed invoices from Granite Seed Company, one for the <br />BLM seed mixture and the other for the Forest Service seed mixture. It is unclear which <br />seed mixture was planted on the each of the sites reported to have been planted in <br />2013. <br />No augmented seeding was reported in 2011 or 2013. <br />
