The inspection continued to the reclaimed light use road. The light use road follows the bottom of Monger
Canyon. The majority of the reclaimed road has good vegetation, grass and shrub establishment. The area
experienced a 50 -year precipitation event in September 2014. Considerable runoff flows came down Monger
Canyon and the side walls of the canyon. This was not a mining caused event. Sediment deposition and scour
was observed in limited sections of the light use road. The OSM representative expressed his opinion that this is a
natural event, and unavoidable. The damage to the reclaimed light use road was minimal and consistent with
damage in the undisturbed landscape. Since this is a Phase II and not a termination of jurisdiction, OSM
considered that this event does not constitute a failure to establish vegetation. These affected areas should
continue to be observed as the area recovers from the storm event.
Redisturbance at waste pile.
Reclaimed haul road.
Reclaimed portal and associated bench.
