Mr. Jim Stover of J. E. & <br />Stover Associates representing for the operator, Mr. Spencer Shumate and Mr. Tom Medlin of OSM and Mr. Scott <br />Gerwe of BLM accompanied the Division during the inspection. Weather conditions were clear and the <br />temperature around forty five degrees fahrenheit with ground conditions mostly dry. Light snow cover was present <br />along the shaded slope areas. The bond release application is for a total of 18.5 acres. 2.9 acres located at the <br />Loma loadout is being requested for Phase III bond release and 15.6 acres located at the Munger Canyon Mine site <br />is being requested for a combination of Phase I and II. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Backfilling and grading at the requested areas of bond release were inspected. <br />A small area adjacent to the access road has been requested for Phase I & II bond release. This area is located <br />immediately east of the permit area boundary. The area was roughened with pitting as part of the reclamation <br />practice. This area has good vegetative cover and no evidence of erosional features. <br />The inspection continued to the waste pile area. Roughening was used at the waste pile which helped vegetative <br />growth and prevented erosion. With the reclamation performed prior to the inspection, which is not associated <br />with SL -2, disturbance was created at the northwest corner of the waste pile. The area was redisturbed as a result <br />of removal on a culvert. The redisturbed area is approximately 50' X 70'. GPS area was collected on this <br />redisturbed area during the inspection. This area will be removed from the bond release request parcel. <br />The inspection proceeded to the intersection of the reclaimed haul road and the reclaimed light use road. The <br />reclaimed haul road was walked to the reclaimed portal bench. The operator has done an excellent job re- <br />establishing a stable slope configuration that blends into the surrounding steep landscape. The reclaimed haul road <br />was pitted, providing microclimate pockets and encouraging moisture retention on the slope. Rill formation was <br />non - existent. Culverts along the reclaimed road have been removed and rock channels established in the natural <br />drainage ways. No rilling, gullying or undercutting of the channels were observed. <br />The backfilled slope over the portals was stable with no slumping, or rilling. Degraded silt fence and remnant roof <br />bolts near the former fan portal area need to be removed. Silt fence is no longer needed for erosion control. <br />
