December 11, 2014 C- 1981- 035/King Coal Mine MLT <br />Water levels in all three ponds were lower than what was seen during the November <br />inspection. No discharges were occurring, and the pond surfaces were no longer frozen. The <br />emergency spillway for the King I west pond has some vegetation, which should be pulled. <br />• For King I ditches and culverts, maintenance is required at the following locations (see <br />attached map, from Appendix 11 of the King I permit, for reference: <br />o Ditch 13 collects runoff from the hillside NW of the Refuse Pile. It has largely been <br />filled with soil from the slope, and needs to be cleaned. <br />o Ditch 2, the steep riprapped segment of the Clearwater diversion has become clogged <br />in places by tumbleweeds and a deadfall tree from the slope above. <br />o The drop inlet to Culvert 7 has been obscured by sediment and needs to be cleared. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />• The King II topsoil stockpile was protected by a berm and appeared to be well vegetated. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />It appeared that no recent activity had taken place at the King I Refuse Pile. It is imperative <br />that the top surface of the pile be graded before the ground freezes to facilitate drainage, <br />as shown in the approved permit. <br />• The protective berm across the front edge of the refuse pile is not uniform in height <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />A small temporary stockpile of coal mine waste was stored at King II, directly north of the <br />Stack Tube 91 pad. This material will eventually be hauled to King I for disposal in the <br />Refuse Pile. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />• The Division has identified specific disturbed areas that are in need of temporary seeding — <br />to prevent erosion from occurring and also to discourage the establishment of weedy species. <br />These areas include the following: <br />o The bare ground around the new water tank (another option here would be to finish - <br />grade the pad and surface it with gravel); <br />o The West Clearwater Ditch segment below the outlet of twin culvert C3; and <br />o The reconstructed Diversion Ditch along the northern side of the King I Refuse Pile. <br />• The area between Stack Tube 92 and the topsoil stockpile is heavily overgrown with Kochia. <br />These plants should ideally be manually cleared in order to prevent them from tumbling <br />northward onto the topsoil stockpile and dropping their seeds there. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 2 Page 4 of 6 <br />
