December 11, 2014 C- 1981 - 035 /King Coal Mine MLT <br />• All oil containers were protected under the roof of the 3 -sided shed. <br />• The stockpile at Stack Tube 91 had grown in size. Mr. McFarland explained that the screen <br />tower had been out of service for two days, which allowed coal to build up again. <br />• Stack Tube #2 also had a sizable stockpile of coal, but there was a steady stream of haul <br />trucks being loaded at the scales throughout the inspection, and the volume of stockpiled <br />material was decreasing. <br />• At King I, there is a temporary elevated tank for diesel fuel. The tank is standing in a round <br />stock tank, which provides secondary containment. Upstream <br />of 24" ADS culvert, however, Russian thistle skeletons from the water tank bench have <br />blown into the ditch and have the potential to clog the pipe. This ditch segment needs to be <br />cleared of weeds and woody debris. <br />• The earthen berm surrounding the material storage area north of the water tank bench <br />needs to be extended southward to prevent any runoff from the disturbed area from getting <br />into the West Clearwater Ditch. <br />• We identified specific culverts and ditches that were in need of immediate maintenance <br />(nomenclature from Map King II- 007A): <br />• the inlet to Culvert C 15, south of the Rock Dust Silo, was partially clogged with <br />sediment; <br />• a rock had fallen over the inlet to Culvert C 14, beneath the Belt Portal Access Road; <br />• the ditch downstream of Culvert(s) C3 had been cleared, but there was still some <br />sediment within the pipe outlets. <br />• Runoff from the Haul Road appeared to have the potential of flowing beneath a section of <br />concrete barrier and into the West Clearwater Ditch. This segment of road was in need of <br />minor regrading. <br />• Crushed limestone for use underground is stockpiled alongside the Haul Road. This material <br />needs to be entirely contained behind silt fence in order to prevent it from washing onto <br />undisturbed ground or into the West Clearwater Ditch. <br />• The East Clearwater Ditch was clean and in good repair throughout its length. <br />• Subsequent to the inspection, the Division reviewed precipitation data reported from a nearby <br />monitoring station (CO- LP -16).
