Michael
McFarland, the mine's Compliance Manager, accompanied me on the walking tour of the
facilities. Skies were clear, and temperatures reached into the mid -50's. The ground was not yet
frozen, and soil conditions were slightly damp in areas that receive little sun. Permit records
were also inspected.
PERMITTING UPDATE:
TR -20 Coal Mine Waste as Highwall Backfill at King I: The Division's second adequacy
review was issued on November 14, 2014. The Decision Date is presently December 31, 2014.
SIGNS AND MARKERS — Rule 4.02:
• The mine identification sign posted at the entrance to the King II Mine is not visible from
County Road 120. (The sign was originally mounted on the gate, which was damaged, and is
currently posted further from the roadway.) The Division understands that a replacement
gate will be constructed in the near future. Please ensure that the mine ID sign is relocated
to its original position, near the entrance from CR 120.
• The street address shown on the King II Mine ID sign (5652 CR 120) does not correlate with
the address used in GCC's correspondence with the DRMS (6473 CR 120). Please correct
the address shown on the sign, as appropriate.
• The King I Mine ID sign, as noted in the Division's inspection report for November 25,
2014, contains obsolete information, and should be updated.
• Disturbance area markers were in place as required around both the King I and King II
surface facilities.
SUPPORT FACILITIES - Rule 4.04:
• Northeast of the 3 -sided oil storage building, drainage around the manhole has been
improved, to prevent water from getting inside the concrete vault.
Number of Partial Inspection this Fiscal Year: 5
Number of Complete Inspections this Fiscal Year: 2 Page 2 of 6
