I <br /> RECLAMATION PLAN EXHIBIT E(cont) <br /> THE FINES . WE KNOW OF NO EQUIPMENT THAT CAN BE USED TO COMPACT THIS TYPE OF <br /> MATERIAL SO NO COMPACTION WILL TAKE PLACE IN PHASE 1 OTHER THEN THE NATURAL <br /> COMPACTION THAT OCCURS AS THE WET MATERIAL FILLS THE HOLE . <br /> IF OPTION 1 (SEE FIGURE E-1 & E-2) IS USED AND THE SITE IS TO BE REVEGETATED <br /> THEN, A FINAL TOPSOIL COVER , AVERAGING H INCHES WILL BE PLACED OVER THE SITE <br /> TO PROVIDE A SEEDBED . THIS WILL MEAN THAT THE TOTAL CAP DEPTH WILL BE A <br /> MINIMUM OF 10 FEET DEEP . THE REMOVED TOPSOIL AND DIRT GLEANED FROM THE <br /> IMPORTED MATERIAL WILL BE STOCKPILED AROUND THE SETBACK /PERIMETER OF THE MINED <br /> AREA OR PLACED ON A FINISHED AREA AS IT IS RECEIVED . THIS IS DESIGNED TO <br /> MINIMIZE THE EFFECT OF MID-PLAN STOPPAGE . THIS WILL PLACE THE TOPSOIL WHERE <br /> IT IS NEEDED FOR RECLAMATION AND WILL REDUCE THE DISTANCE IT HAS TO BE HAULED <br /> WHEN NEEDED . USUALLY, THIS WILL MEAN IT SIMPLY HAS TO BE SHAPED AND GRADED TO <br /> COMPLETE RESOILING AND SEED BED PREPARATION . IF OPTION 2 (SEE FIGURE E-3) IS <br /> USED THEN THE 6 tNeHES OF tltWEt Wftt BE PrftCEr ON THE INDUSTRIAL/COMMERCIAL <br /> AREAS WILL BE TEMPORARILY SEEDED WITH THE APPROVED GRASS MIX UNTIL THEY ARE <br /> DEVELOPED, SO THEY HAVE A PROTECTIVE COVER UNTIL THEY ARE DEVELOPED . <br /> Option 1 <br /> This reclamation plan calls for backfilling the site as described <br /> and seeding the areas disturbed with the approved seed mix. The <br /> areas that are not disturbed will be left as is . The final end <br /> use would be pasture. If backfilling ended before backfilling on <br /> the site was completed the side slopes would be graded 3h to lv <br /> and seeded. Certification of the slurry walls would be sought to <br /> address the evaporation loss issue and the areas within the lined <br /> area would be reclaimed. This way the Division would not have to <br /> import material to backfill the excavated area. EXHIBIT E-2 SHOWS <br /> HOW THE AREA WOULD LOOK IF OPTION 1 IS USED . <br /> In the MINING PLAN we explained how mining would take place on <br /> 37 .25 acres ± within the permit boundary. During the reclamation <br /> phase the entire excavated area will be backfilled using material <br /> as defined in Colorado Department of Health Regulations as "Inert <br /> material" , i .e. old concrete, asphalt, dirt, sand and gravel, <br /> masonry products and rubble from construction sites . As the <br /> material arrives the driver will be directed to an area where <br /> fill is being placed. The material will then be pushed into the <br /> hole using either a front-end loader or bulldozer. Because there <br /> will be a need for finer fill and topsoil to complete the cap <br />
