BACKFILLING WITH INERT MATERIAL WILL STILL ALLOW <br /> STRUCTURES TO BE BUILT ON THE FILLED AREAS BUT MAY RESTRICT THE TYPES OF <br /> FOUNDATION USED ON THE STRUCTURES . <br /> IN PHASE 2 THE FILL MATERIAL TO BE USED IS DEFINED AS "INERT MATERIAL" , I .E. <br /> OLD CONCRETE, ASPHALT, DIRT, SAND AND GRAVEL, MASONRY PRODUCTS AND RUBBLE FROM <br /> CONSTRUCTION SITES . WE WILL NOT ACCEPT ANYTHING THAT DOES NOT FIT THE DEFINI - <br /> TION OF "INERT MATERIAL" , I .E. , WOOD, PAPER OR HOUSEHOLD GARBAGE ( "SOLID <br /> WASTE" ) . IT IS NOT CONSIDERED , STRUCTURAL FILL BUT THE FILLED AREA WILL BE <br /> SUITABLE FOR BUILDING STRUCTURES THAT HAVE ENGINEERED FOUNDATIONS THAT TAKE <br /> INTO CONSIDERATION OF THE NATURE OF THE FILL MATERIAL AND SITE SPECIFIC <br /> CONDITIONS . <br /> TWO LIFTS WILL BE USED WHEN PLACING THE INERT MATERIAL OR THE SILT MATERIAL <br /> BACK INTO THE EXCAVATED AREA IN PHASE 2 . ON THE FIRST LIFT, FROM SHALE TO <br /> WITHIN 10 FEET OF FINAL SURFACE ELEVATION , MATERIAL WILL BE DUMPED AT THE TOP <br /> OF THE EXCAVATED SLOPE AND PUSHED INTO THE HOLE USING A DOZER OR A FRONT -END <br /> LOADER. COMPACTION WILL OCCUR AS FILLING PROGRESSES WHEN THE HEAVY TRUCKS <br /> DELIVERING THE FILL AND THE EQUIPMENT USED TO MAINTAIN THE SITE , TRAVERSE OVER <br /> IT. THIS COMPACTION IS SUFFICIENT FOR THE END USE PURPOSES . THE SECOND LIFT, <br /> FINAL 10 FEET OF FILL, IN PHASE 2 WILL BE DONE WITH WELL GRADED INERT MATERIAL <br /> AND WILL BE COMPACTED SO THAT ENGINEERED STRUCTURES ARE ALLOWED . <br /> NO SPECIFIC COMPACTION RATES ARE PROPOSED FOR THE FILL . THE NATURE OF THE <br /> FILL MATERIAL IS SUCH THAT MUCH OF THE MATERIAL IS MATERIAL FROM TRANSPORTATION <br /> PROJECTS CONTAINING, DIRT, BROKEN CONCRETE AND ASPHALT AND LARGE BLOCKS OF <br /> SOLID MATERIAL . THIS MAKES IT VERY DIFFICULT TO ACHIEVE A SPECIFIC COMPACTION <br /> RATE. IN MOST CASES THE LARGER MATERIALS CAN BE LAID ON END AND FILLED AROUND <br /> OR PLACED ON A FLAT PLACE AND FILLED OVER . WHILE NO ACTION IS TAKEN TO REACH A <br /> SPECIFIC COMPACTION RATE , THE WAY THE MATERIAL IS PLACED TENDS TO COMPACT THE <br /> FILLED AREA SO SETTLING IS NOT A PROBLEM AND THE AREA ONCE FILLED WILL BE <br /> ADEQUATE FOR THE END USES PROPOSED . IN MOST CASES THE LITTLE SETTLING THAT <br /> DOES OCCUR CAN BE CORRECTED BY GRADING THE SURFACE WITHIN 3 YEAR OF FINAL <br /> FILLING. ALBERT FREI & SONS HAS NOT EXPERIENCED ANY SUBSIDENCE PROBLEMS THEIR <br /> OTHER FACILITIES THAT ARE USING THIS TYPE OF INERT FILL MATERIAL AND WE DO NOT <br /> EXPECT ANY AT THIS ONE . <br /> AS PHASE 1 IS FILLED WITH WET FINES THAT ARE BY -PRODUCTS OF THE WASHING <br /> OPERATION. THESE FINES WILL COMPACT, AT A RATE COMMISERATE WITH THE NATURE OF <br />
