EXHIBIT E <br /> RECLAMATION PLAN AND TIMETABLE <br /> RECLAMATION PLAN <br /> The proposed future use is to back fill the excavated area and <br /> level the property so it can be developed for commercial uses . <br /> This site contains 4 lots which are zoned agricultural in Adams <br /> County. The intent is to have the entire area zoned commercial <br /> at some point so this permit request contains a duel reclamation <br /> plan that provides for eventually allowing commercial development <br /> on the land. If Option 2 is used, the operator will file a <br /> Technical Revision with the Division showing the specific <br /> development plans for the site. Both plans call for backfilling <br /> the excavated areas as shown on the Reclamation Plan Map. During <br /> and after mining ends the site will be operated as an Inert <br /> Material landfill until it has been completely backfilled as <br /> shown on MAP EXHIBIT F-RECLAMATION PLAN MAP. This Inert Materials <br /> landfill may operate up to 15 years after mining ends before <br /> enough material is delivered to complete filling. <br /> A SIGNED AND NOTARIZED INERT FILL AFFIDAVIT AS REQUIRED IN RULE 3 . 1 . 5 (9) , IS <br /> PROVIDED IN THE APPENDIX SECTION OF THIS PACKET . THE OPERATOR WILL COMMIT TO <br /> NOTIFYING THE DIVISION WHEN THEY BEGIN TO IMPORT INERT FILL MATERIAL INTO THE <br /> MINE. IN PHASE 1, ONLY ON-SITE GENERATED MATERIALS WILL BE USED TO BACKFILL <br /> THE MINED AREA SO NO AFFIDAVIT IS NEEDED FOR THAT AREA . <br /> SEE FIGURES E-1, E-2 AND E-3 FOR THE VARIOUS RECLAIMED SCENARIOS DISCUSSED <br /> IN THIS PLAN . FIGURE E-1 SHOWS THE AREA AS IF IT WERE TOTALLY BACKFILLED AND <br /> SEEDED BUT NOT YET DEVELOPED AS COMMERCIAL/INDUSTRIAL AREA . FIGURE E-2 IS <br /> DRAWN AS DESCRIBED IN OPTION 1 BUT ONLY PARTIALLY BACKFILLED AND SEEDED . <br /> FIGURE E-3 IS OPTION 2 WITH ONLY THE MINE PERIMETER AND UNDISTURBED AREAS <br /> SHOWN AS REVEGETATED AND THE COMMERCIAL/INDUSTRIAL DEVELOPMENT ENVELOPES , LEFT <br /> AS UNSEEDED . <br /> THE ESTIMATED AMOUNT OF FILL TO BE PLACED IN PHASE 1 IS 247, 000 YD AND IN <br /> PHASE 2 IT IS 1, 553 , 700 YD', FOR A TOTAL OF 1, 800 , 700 CUBIC YARDS . ADAMS <br /> COUNTY REQUIRES AN INERT MATERIALS CERTIFICATE OF DESIGNATION (CD) PERMIT FOR <br /> BACKFILLING THE PHASE 2 AREA SO A CD FOR THE ENTIRE PERMIT AREA WILL BE <br /> OBTAINED FROM THE COUNTY . A COPY OF THE PERMIT WILL BE PROVIDED TO THE <br /> DIVISION UPON RECEIPT . <br /> MAP EXHIBIT F SHOWS THE AREA WHEN IT HAS BEEN RECLAIMED . THE AREA WILL BE <br /> RECLAIMED LEAVING FLAT SURFACES ADJACENT TO TWO MAJOR STREETS AND AN INTERSTATE <br /> HIGHWAY. IF OPTION 1 IS USED, THE METHOD OF BACKFILLING AND THE MATERIAL USED <br />
