November 13, 2014 C-1981-010/Trapper Mine JLE <br /> <br /> <br />Trapper is in the process of updating their blast summary log based on the results of the DRMS inspections <br />conduced over the last several months. The Division wrote a letter to Trapper Mine dated October 22, 2014 <br />outlining several areas where the blast summary log could be improved upon. Graham Roberts and Steve <br />Hinkemeyer showed me a draft of the updated blast summary cover sheet. According to Mr. Hinkemeyer, Trapper <br />intends to revise their current internal blasting log procedure to ensure compliance with the Rules and Regulation <br />and timely completion of the blast summary log. <br /> <br /> September 2014 inspection, Trapper had completed all of the blast summary logs from <br />September 17, 2014 to October 31, 2014. Blast summary logs past October 31st, 2014 were still in the process of <br />being completed. The Division evaluated the blast summary logs from October 2, 2014 to October 31, 2014 for <br />compliance with Rule 4.08.5(11) which requires the total weight of explosives used per hole and the maximum <br />weight of explosives used per 8-millisecond delay period to be reported. Trapper has reported the maximum <br />potential pounds of explosives that could explode within an 8-milisecond period for each of these blast forms <br />maximum weight of explosives used per 8-millisecond period. For the October 2 to October 31, 2014 records, the <br />maximum potential weight of explosives reported on the forms was below the maximum pounds allowed under the <br />scale distance threshold based on Rule 4.08.4(10). <br /> <br />Trapper began to report the direction and distance from the blast to the air blast monitor on the blast summary <br />forms as the Division requested on the October 22, 2014 letter. This information was provided beginning on the <br />October 24, 2014 blast summary form through the October 31, 2014 forms. <br /> <br />Trapper had three years worth of Blast Summary forms on files at their office. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />East Flume Pond #1 was holding water but was not discharging at the time of the inspection. The embankment <br />was stable and vegetated. The primary and emergency spillway was clear and functional. Trapper is pumping <br />water from the active mine area to the pond. <br /> <br />East Middle Flume Pond was holding water but was not discharging at the flume. The embankment was vegetated <br />and stable. <br /> <br />East A Pit is holding water. <br /> <br />Middle Flume Pond #3 was holing water and not discharging. The embankment was stable and vegetated. The <br />primary and emergency spillway was clear and functional <br /> <br />Deal Pond was holding water but was not discharging.
