11. Please specify the volume of topsoil that has been salvaged and stockpiled to date. <br /> PLS Response: There are four topsoil stockpiles in the Owl Canyon Quarry area. The total <br /> amount of topsoil available from these stockpiles is 15,695 cubic yards. <br /> 12. The Reclamation Plan states that highwalls and cliffs will be stabilized. Please explain how <br /> the highwall and cliffs will be stabilized or otherwise describe where in the permit file this <br /> information can be obtained. <br /> PLS Response: The high walls and cliffs to be reclaimed will be stabilized by placing backfill <br /> within 10 feet from the top of the highwall. This will blend in with the natural hogback <br /> formations. The high walls and cliffs will be scraped and material removed to mitigate any fall or <br /> erosion hazards. <br /> 13. The Reclamation Plan calls for the use of fertilizers if the test plots indicate substantial <br /> benefits will arise from their use. Please commit to providing the Division with the results <br /> from the test plots prior to using fertilizers or other amendments. <br /> PLS Response: PLS will provide the Division with results from reclamation test plots prior to <br /> using fertilizers or other amendments on the test plots. <br /> 14. The Reclamation Plan states planting will not be done if the test plots indicate that plant life <br /> cannot be sustained. Pursuant to Rule 3.1.10(9),where adverse characteristics of the surface <br /> not feasibly remedied by artificial measures,would seriously inhibit plant growth,planting <br /> may be delayed or provided on substitute acres, depending upon natural corrective processes <br /> over a ten-year period. Please note that revegetation of the affected area is not contingent <br /> upon the success of the test plots. The Operator must obtain approval from the Division for <br /> any area which will not be revegetated. Please respond. <br /> PLS Response: PLS acknowledges that approval must be sought and acquired from the Division <br /> prior to delaying reclamation and/or provided on substitute acres. Furthermore,PLS <br /> acknowledges that approval must be issued by the Division for areas that will not be revegetated <br /> during reclamation. <br /> 15. The Applicant has stated that noxious weeds will be controlled by chemical spraying or <br /> other means. Please indicate if there is ongoing weed control at the site, if so specify <br /> the weed species that are being treated. Also, if weed treatment is necessary at the site, <br /> then provide a weed control plan with the following information*: <br /> a) A list of potential species of noxious weeds that may occur on the site. <br /> b) A description of the various control measures that will be employed such as mechanical, <br /> chemical, biological control or a combination of the three methods. <br /> c) Provide a monitoring plan that specifies how often the Operator will monitor the site and <br /> the actions that will be taken if noxious weeds are detected. <br /> d) Provide a post-treatment monitoring plan to evaluate the effectiveness of the control <br /> measures. <br /> e) Provide a commitment that the weed control plan will be implemented for the life of the <br /> mine. <br /> * If this information has been addressed through prior permitting actions,then please specify <br /> where the Division can review this information. <br />
