sequencing described in the reclamation plan. For example, backfilling in BF-VIII(Mining
Area D-1) will be occurring while mining in Mining Area D-2. When mining in Mining Area
D-2 is complete, we will move to Mining Area D-3 and backfill BF-IX(Mining Area D-2)
concurrently. Backfilling in Mining Area D would occur upon mining in Mining Area B.
7. The Mining Plan states the mining areas are subject to change based on market conditions.
Please note that any change to the size or sequence of a mining area will require Division
approval through a Technical Revision. Please respond.
PLS Response: PLS acknowledges that any change to size or sequence of mining areas will
require Division approval through a Technical Revision. This statement was placed in the
plan to recognize that the market dictates the mining sequence and progression. If changes or
deviations to the plan triggered by market conditions are required,PLS will pursue a
Technical Revision upon such decision.
8. As required by rule 6.4.4(f)(i),please describe the nature, depth, and thickness of the deposit
to be mined or otherwise describe where in the permit file this information can be obtained.
PLS Response: Please refer to the typical cross section sketch for details on the deposit. In
general, there is 3"to 12"layer of topsoil,followed by a 25'to 50'overburden layer, then 5'to
7'of dolomite,followed by 12'to 15'of limestone, with a 20'to 25'layer of innerburden
sandstone between another 15'to 18'layer of limestone.
6.4.5 Exhibit E—Reclamation Plan
9. The Reclamation Plan states topsoil is not available in any appreciable amount. This may
be true for the historically mined area. However, the Soil Conservation Service report
included with Exhibit I states Mapping Unit XR2-DE contains a complex of moderately
deep and shallow loamy soils which range from 10-40 inches in depth. Mapping Unit
XR2-DE corresponds to the majority of the 108.5 acres which are being added to the
permitted area. The soils on the east side of the site, which exhibit a greater depth and
quality should be replaced in the same area during final reclamation. Please provide a brief
plan describing how topsoil in this area will be handled and replaced.
PLS Response: PLS agrees there will be more topsoil than historical operations from the
Mapping Unit XR2-DE. PLS has been conservatively estimating anywhere from 3"to 12"of
topsoil for this area. PLS will scrape the topsoil that is above the overburden material and
stockpile inclose proximity for use in reclaiming the previously mined areas. It is anticipated that
no further material handling, such as screening, will be required for this area.
10. The Reclamation Plan calls for replacing 24 inch sandstone overburden along with
sandstone fines in lieu of topsoil. Will the crushed sandstone and fines be mixed together?
The Division recommends placing crushed sandstone, followed by a layer of sandstone
fines. Please provide the Division with additional detail on how the site will be prepared
for final seeding including the depth of sandstone fines to be used.
PLS Response: As recommended,PLS will backfill with the sandstone overburden, followed by
crushed sandstone(approximately 12'9 material, a layer of sandstone fines(approximately 4"--6'9
is then applied, with topsoil following the sandstone fines.
