Tom Bird, GCC Energy, LLC
C- 1981 -035 / TR -20 / AR #2
14- Nov -2014
whether this area is intended to be used for "disposal" or "storage" (or both) of coal mine
waste. Features were identified in the 06- Oct -2014 response.
b) The contour lines are not labeled with elevations. Elevations added in 06- Oct -2014
response.
c) The portal locations should be identified on this map. Portals identified in 06- Oct -2014
response.
d) The topsoil borrow area is shown, but the map should also show the cover material stockpile
area. Four plant growth medium storage areas identified in 06- Oct -2014 response. The
only description of protecting topsoil storage piles is found on Page 14 of Appendix 11(1).
Please revise the permit text to include a description of measures that will be taken to
protect stored topsoil, growth medium, or cover material from erosion, in accordance with
4.06.3.
e) This map should be updated to include the outline of the proposed final configuration of the
valley -fill Refuse Pile coal mine waste disposal area.
The map (and also King 1 -011) was updated in GCC's 06- Oct -2014 response, but we note
that the outline of the western face of the pile extends south, well beyond the Reach 10
collection ditch on the current face. The final configuration of the Refuse Pile will need to
be reviewed at a later date (separately from TR -20).
2. Map King 1 -016 West Waste Bank Design
a) There is a circular cymbal with an "X" inside that may denote culvert inlets. Please add this
symbol to the Legend. This item addressed with the 06- Oct -2014 response.
b) As mentioned previously, it may be that the "Reach 6" ditch is intended to function as a 100 -
year 24 -hour upland diversion for the West Waste Bank disposal area, but the permit does
not clearly indicate that this is the case. The ditch as shown on this map is not consistent
with the location shown on Map King 1 -016A. The Reach 6 ditch is now shown as being
constructed on the remnant fan bench on both maps. This item has been resolved.
c) The proposed coal mine waste disposal area is identified as "West Refuse Pile" on this map,
whereas the term "West Waste Bank" is used in the title block and the permit text. Please
use consistent nomenclature when referring to this structure. This item addressed with the
06- Oct -2014 response.
d) The portal locations should be identified on this map. This item addressed with the 06 -Oct-
2014 response.
3. Map King 1 -016A West Waste Bank Design
a) This map shows a cross section of the proposed disposal area. As mentioned in 2b, above,
the Reach 6 ditch should be located uphill of the waste bank, and not constructed upon coal
mine waste. This item addressed with the 06- Oct -2014 response.
b) Please label the proposed slope (e.g. 2 to 4 %) of the top surface of the pile. This item
addressed with the 06- Oct -2014 response.
