November 5, 2014 C- 1996 - 083 /13owie No. 2 Mine SLB <br />The unidentified /unapproved culvert near Topsoil Stockpile F had been removed. <br />During the October 15, 2014 Division inspection, Division inspectors identified drainage control problems along <br />the conveyor belt line between Topsoil Stockpile A and the Water Tank bench. Culvert B26 had become silted in, <br />and ditch B37 had not been maintained to direct flow to culvert B 13, resulting in a gully forming to carry flow to <br />B Gulch. In an effort to remedy the gully, the operator had constructed a ditch that ran parallel to culvert B13. <br />The ditch was not a permitted structure, so the Division directed BRL to remove the ditch or request approval to <br />add it to the drainage plan. BRL has elected to remove the ditch, but work had not been completed at the time of <br />the inspection. The ditch should be removed, and the inlet to culvert B26 cleared within 2 weeks of issuance of <br />this November 5, 2014 inspection report. <br />The sediment control structures (wattles) in place at the road crossing near the confluence of East and West Terror <br />Creek were functional and in good condition. The operator had recently replaced some of the wattle material. <br />The inlet sump at culvert K2 had been recently maintained; the culvert was clear and the sediment level was below <br />the culvert inlet. <br />Ditch C19, south of the office, had been regraded and the jersey barriers reset out of the ditch flow line. <br />Silt fence had been installed at SAE 10, to ensure that runoff from the yard area will be treated before it enters the <br />Deer Creek Trail Ditch. The silt fence was correctly installed in the appropriate location to protect the ditch water. <br />Straw bales had been added around the Deer Trail Ditch pump house to augment existing bales and ensure that <br />sediment from the pump house yard disturbance does not enter the Fire Mountain Canal. <br />Ditch D -F4, along the eastern edge of Gob Pile #2, identified as needing maintenance during the October 15, 2014 <br />inspection, had not been addressed at the time of this inspection. Ditch D -F4 should be maintained as designed <br />within two weeks of issuance of this November 5, 2014 inspection report. <br />OTHER (SPECIFY): <br />Trash and debris observed near Topsoil Stockpile F, the B Portal Bench, and on the lower bench of Gob Pile #2 <br />during the October 15, 2014 inspection had been removed. <br />During the October 15, 2014 inspection, the Division observed that the loadout conveyor storage building and yard <br />were located outside of the approved permit area and disturbance area boundaries.
