November 5, 2014 C- 1996 - 083 /13owie No. 2 Mine SLB <br />central portion of the combined Gob Piles 92 and 94 (draw between the two piles). Excavating and replacing the <br />material in the draw between the two piles is consistent with the approved plan that includes a recommendation to <br />remove and replace this material to ensure cohesion between the two piles. <br />Cover material was being hauled from the Gob Pile #3 salvage area to the western end of the second bench of Gob <br />Pile 92. The material was placed in a windrow at the top of the bench and will be spread over the regraded second <br />bench. <br />Gob Pile #3: <br />Excavators were rehandling material in the central portion of the refuse area to facilitate drying for compaction. <br />The west drying area was full of end - dumped refuse material. No areas of standing water were observed; water <br />was flowing out of the drying area and central portion of the refuse area to Ditch B. <br />Three vibrating wire piezometers have been installed on Gob Pile #3, and BRL has begun collecting data from the <br />installations. BRL had planned to install a fourth piezometer this year, but the proposed location is in an area <br />where refuse has been stockpiled for drying prior to compaction, so the installation will be delayed until the refuse <br />in its location is properly placed and compacted. The operator will update the construction status of the <br />piezometers in the permit application package. Delaying the installation of the fourth piezometer will not <br />negatively impact the collection of data to monitor the stability of the pile since the location of this piezometer is <br />in an area near the toe of the pile, where material thickness is at its lowest, and the construction of the pile is at the <br />first bench level. <br />Excavators and haul trucks were removing subsoil on the eastern end of Gob Pile 93. Some of the excavated <br />material was being hauled to the second bench of Gob Pile 92, and the balance was being placed in the East and <br />West Coverfill Stockpiles. <br />Gob Pile#4: <br />The West Diversion Ditch over Gob Pile 94 had been recently maintained to remove tumbleweeds that had <br />collected on the west end of the ditch, and to reshape the channel. The ditch was in good condition. <br />The upper bench of Gob Pile 44 above ditch F 19 and east of ditch F 18 was being regraded at the time of the <br />inspection to ensure that flow is directed off of the face of the pile and into the ditches. <br />ROADS Rule 4.03, Construction 4.03.1(3)14.03.2(3), Drainage 4.03.1(4)14.03.2(4), Surfacing and <br />Maintenance4.03.1(5) and (6)14.03.2(5) and (6), Reclamation 4.03.1(7)14.03.2(7): <br />The light use road through the Terror Creek drainage was in good condition. The running surface was well <br />maintained and straw wattles were in place and functional on the drainage runout points. <br />REVEGETATION —Rule 4.15, Vegetative Cover; Timing: <br />Grasses were emerging on the recently seeded slopes of Gob Pile #4, through the erosion control matting.
