November 5, 2014 C- 1996 - 083 /13owie No. 2 Mine SLB <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Small Area Exemptions: <br />The silt fence installation along the south/southeastem edge of the Engineering Office yard (observed during the <br />October 15, 2014 inspection to have failed) had been recently maintained with new silt fence and the addition of <br />straw bales on the downslope side of the fence to provide structural integrity and additional filtration. Sediment <br />behind the silt fence had been cleaned up to the extent possible without damaging vegetation and soil resources <br />outside of the approved disturbance area. <br />The ditch collecting runoff in the Pond D storage yard had recently been maintained. Flow is directed to straw <br />bales on the southwest corner of the pad, consistent with the approved design. The straw bales were in good <br />condition and properly installed. <br />Sediment Ponds: <br />Ponds B, C, D, F, and J held water; none were being discharged off -site or pumped to another pond at the time of <br />the inspection. Pond K was dry. <br />Pond C had been recently dredged near the inlet; sediment removed from the pond had been placed on the west <br />side of the pond for drying and eventual placement in one of the approved refuse disposal areas. <br />The eastern inlet of Pond D had been recently regraded and was in good condition. The operator indicated that the <br />approved plan to enlarge Pond D may still be implemented this year, if weather conditions allow. <br />The water level in Pond F was 2.5' deep. The operator reported a visual observation that the rain over the <br />weekend produced less runoff to Pond F than expected, and that it was likely a result of the recent reclamation of <br />the lower three benches of Gob Pile #4. <br />Water was flowing into Pond J; the pond inlet channels were in good condition. <br />Other: <br />BRL has placed foam insulation along the lower edge of the wingwalls at culverts J6 and J7, where the refuse area <br />haul road crosses the Fire Mountain Canal. The foam was placed to ensure that runoff water would not pass below <br />the wingwall into the canal. <br />The underdrain at Gob Pile #3 has stopped flowing, coincident with the Fire Mountain Canal being shut off for the <br />season. <br />Maintenance Items Identified During Previous Inspection(s): <br />The berm surrounding the Gob Pile #3 cover fill stockpile had been breached and regraded to ensure that drainage <br />from the pile will not impound and will be directed to culvert J2 and Pond J, as designed. <br />Ditches J2 and J3 had been recently maintained and were in good condition. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 14 <br />
