October 15, 2014C-1996-083/Bowie No. 2 MineSLB <br />prevent erosion and siltation on the undisturbed area downgradient of the Engineering Office yard, had been <br />overtopped in two locations. Gravel and coal fines had passed over the silt fence and into an adjacent, undisturbed <br />drainage, forming a triangular shaped area about 2” thick and 40’ wide, extending 40’downgradient in the <br />drainage. <br />The Division informed BRL that, while there had been no off-site discharge of water or sediment outside of the <br />permit area (this area drains to Pond J), thereappeared to be a violation of the approved permit application <br />package. The approved permit application packagedesignatesthe area outside of the yard area as undisturbed, <br />and BRL has installed sediment control (silt fence or straw wattle) to protect the undisturbed area from erosion and <br />deposition from disturbed arearunoff as a resultofa 10 yr-24 hr storm event. <br />On the morning of October 17, 2014, BRL informed the Division that the silt fence had been repaired; the <br />The <br />Division inspected the area and verified that the repairs had been complete and the silt fence was functional. <br />deposition material beyond the silt fencestillneeds to be removed; the material should be removed with <br />hand labor to minimize damage to topsoil resources and vegetation <br />. <br />On October 21, 2014, BRL provided data collected at its on-site raingage indicatingthat there had been rainfall in <br />excess ofa10 yr-24 hr precipitation event startingthe afternoon of October 1, 2014 and ending the morning of <br />October 2, 2014. The 10 yr-24 hr rainfall at the Bowie No. 2 Mine location is 1.8”. The recorded rainfall in the <br />24 hour period October 1, 2014 through October 2, 2014 was 1.99”. Since there was documented rainfall in <br />excess of the design event, no enforcement action was issued for the silt fence failure. <br />Conveyor Corridor <br />Ditch B37 is designed to flow south along the conveyor line between Culverts B26 and B13. Culvert B13 then <br />conveys the Ditch B37 flow to B Gulch. Ditch B37 was downcutting along the conveyor and the resultant gully <br />was flowing away from the inlet of culvert B13. The operator had cut a new ditch to carry flow from Ditch B37 to <br />BRL <br />B Gulch on the west side of the conveyor line, rather than realigning Ditch B37to Culvert B13as designed. <br />must either maintain Ditch B37 as designed and remove the ditch carrying flow under the conveyor line, or <br />submit revised designs consistent with the current on-the-ground configuration. <br />If BRL elects to revise the <br />design information, this could be accomplished through TR-91, currently under review. <br />BRL needs to locate this culvert and <br />DRMS inspectors were unable to locate Culvert B26 on the ground. <br />ensure that the inlet is open so that flow from Ditch B25 is diverted to B Gulch rather than compounded <br />into Ditch B37. <br />Unidentified Culverts <br />A culvert not identified on permit application maps was in place on the west end of Topsoil Stockpile D, along the <br />Gob #1 haul road, carrying drainage from Ditch F9 under the road. Ditch F16 maintenance has blocked the inlet <br />BRL should either <br />of the unidentified culvert so that flow from Ditch F9 is routed to the east in Ditch F16. <br />identify the culvert, provide design information, and clear the inlet of the culvert, or remove the culvert and <br />continue to maintain ditch F16 to carry flow from ditch F9. <br />If BRL elects to identify the culvert and provide <br />design information, this could be accomplished through TR-91, currently under review. <br />Number of PartialInspection this Fiscal Year: 3 <br />Number of CompleteInspections this Fiscal Year: 2 <br />437 <br />Page of <br />
