October 15, 2014C-1996-083/Bowie No. 2 MineSLB <br />report. Three items were unavailable for inspection, in the absence of BRL personnel to print the records. Each of <br />the missing records had been generated by DRMS or transmitted to DRMS previously, but hard copies had not yet <br />been printed and filed in the BRL office. <br />BACKFILL and GRADING –Rule 4.14,Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Backfilling and grading was in progress on GVB-B14D and -B14E, and had been recently completed on GVBs - <br />B14A, -14B, and -14C <br />BRL had regraded, applied topsoil and seeded the outer portion of the pads of GVB-B16D and -B16C to minimize <br />the exposed bare ground and resultant erosion and sedimentationover the winter months. The area remaining to <br />be reclaimed at each pad was approximately 50’ x 50’. <br />FISH and WILDLIFE –Rule 4.18: <br />Several deer were observed throughout the upland permit area, as well as in the active facilities and refuse areas. <br />Two coyotes were observed in the upland permit area near Panel 14, and a grouse was observed in the upland area <br />east of Terror Creek. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage –Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />General <br />Overall, ditches and culverts were in good condition site wide. The following maintenance needs were observed: <br />Tumbleweeds that have collected in the West Diversion Ditch #1 of Gob Pile #4 should be removed <br />The east inlet to Pond D needs to be reshaped <br />Ditch J3 needs to be reshaped (an excavator was setting up to clean and reshape the ditchlater in <br />the inspection) <br />The inlet sump to culvert K2 needs to be cleaned out (sediment is just below culvertinlet) <br />Ditch C19, south of the office, needs to be regraded and a jersey barrier moved out of the flow line <br />Silt fence needs to be reinstalled on the east end of SAE 10 just upgradient of the pipe inlet for the <br />Deer Trail Ditch <br />Two straw bales need to be replaced at the Pump House SAE <br />. <br />Gob Vent Boreholes (GVBs) <br />Sediment control structures were inspected at all of the gob vent borehole locations that were visited during the <br />inspection.
