October 15, 2014 C- 1981 - 010 /Trapper Mine JLE <br />during the inspection in accordance with the "Guideline Regarding Selected Coal Mine Bond Release Issues," <br />dated April 18, 1995: <br />1.) Topsoil replacement thickness. <br />2.) Vegetation cover and "bare areas ". <br />3.) Species composition. <br />4.) Re- establishment of essential hydrologic functions on Alluvial Valley Floors (AVF's). <br />5.) Erosional features. <br />6.) The condition of the sediment ponds and any needed maintenance on the pond receiving runoff from the bond <br />release parcels. <br />T 41 has request Phase II bond release for 277.8 acres of land. TMI <br />designates each parcel by the pit area/disturbed area the parcel was located in, the range site classification (as <br />specified in the permit) and the year the parcel was seeded. For example, parcel A -B -10 designates the parcel was <br />located in the Ashmore Pit, in range site B and was seeded in 2010. Several of the bond release areas are made up <br />of smaller separate parcels; the acreage noted above for each of the parcels is the cumulative total area of the <br />parcels with the specified designation. <br />Each of the parcels was observed during this inspection and each of the items listed above was evaluated. Section <br />4.9.3 of Trapper permit discusses the required topsoil replacement depth for rangeland sites. The required topsoil <br />replacement depth for the bond release area is 12 inches +/- 2 inches. TMI uses a very diverse seedmixture to <br />reclaim their rangeland parcels. A number of wheatgrass species are utilized and established at the site, and it is <br />difficult to differentiate some of these species at this point in the season. Given this, the Division simply noted <br />these species as Agropyron Spp. or Wheatgrass in this report. None of bond release parcels are located within an <br />alluvial valley floor and thus item 94 above does not apply. The Division, OSM and TMI walked through each of <br />the bond release parcels. Jerod Smith with the Colorado State Land Board accompanied us until about noon.
