Mr. Tideman
Page 4
October 6, 2014
a) A list of potential species of noxious weeds that may occur on the site.
b) A description of the various control measures that will be employed such as mechanical,
chemical, biological control or a combination of the three methods.
c) Provide a monitoring plan that specifies how often the Operator will monitor the site and
the actions that will be taken if noxious weeds are detected.
d) Provide a post-treatment monitoring plan to evaluate the effectiveness of the control
measures.
e) Provide a commitment that the weed control plan will be implemented for the life of the
mine.
* If this information has been addressed through prior permitting actions, then please specify
where the Division can review this information.
16. The Reclamation Plan states that the seeding method will either be by hydroseeding or
conventional methods. Please specify which method will be utilized. If both methods will be
utilized, then specify the approximate percentage which will apply to each method, e.g. 60%
hydroseed, 40% broadcast. This information is necessary to calculate the financial warranty
amount, as the cost between each of these seeding methods varies significantly.
17. Please specify the quantity of seed for each species to be planted as pounds of pure live seed
per acre. Also, specify whether the shrub species to be planted will be planted as seed or
nursery stock.
18. Please specify the type, quantity (tons/acre) and application method for the mulch to be used
during final reclamation.
6.4.6 Exhibit F—Reclamation Plan Map
19. As required by Rule 6.4.6(a), the Reclamation Plan Map shall show the expected physical
appearance of the area of the affected land, correlated to the proposed mining and
reclamation timetables. The map must show the proposed topography of the area with
contour lines of sufficient detail to portray the direction and rate of slope of all reclaimed
lands. The map which was submitted for Exhibit F does not meet the above listed criteria.
Please revise the Reclamation Plan Map accordingly. The Division understands the difficulty
in creating a map which depicts the final topography of a mine that will continue to be
operated for many years. However, the map must generally show the expected physical
appearance of the reclaimed site, including areas where highwalls and cliffs will be present.
In addition, the Operator may consider using a larger map scale in order to portray the
reclaimed site.
