Mr. Tideman
Page 3
October 6, 2014
8. As required by rule 6.4.4(f)(i),please describe the nature, depth and thickness of the deposit
to be mined or otherwise describe where in the permit file this information can be obtained.
6.4.5 Exhibit E—Reclamation Plan
9. The Reclamation Plan states topsoil in not available in any appreciable amount. This may be
true for the historically mined area. However, the Soil Conservation Service report included
with Exhibit I states Mapping Unit XR2-DE contains a complex of moderately deep and
shallow loamy soils which range from 10—40 inches in depth. Mapping Unit XR2-DE
corresponds to the majority of the 108.5 acres which are being added to the permitted area.
The soils on the east side of the site, which exhibit a greater depth and quality should be
replaced in the same area during final reclamation. Please provide a brief plan describing
how topsoil in this area will be handled and replaced.
10. The Reclamation Plan calls for replacing 24 inch sandstone overburden along with sandstone
fines in lieu of topsoil. Will the crushed sandstone and fines be mixed together? The Division
recommends placing crushed sandstone, followed by a layer of sandstone fines. Please
provide the Division with additional detail on how the site will be prepared for final seeding
including the depth of sandstone fines to be used.
11. Please specify the volume of topsoil that has been salvaged and stockpiled to date.
12. The Reclamation Plan states that highwalls and cliffs will be stabilized. Please explain how
the highwall and cliffs will be stabilized or otherwise describe where in the permit file this
information can be obtained.
13. The Reclamation Plan calls for the use of fertilizers if the test plots indicate substantial
benefits will arise from their use. Please commit to providing the Division with the results
from the test plots prior to using fertilizers or other amendments.
14. The Reclamation Plan states planting will not be done if the test plots indicate that plant life
cannot be sustained. Pursuant to Rule 3.1.10(9),where adverse characteristics of the surface,
not feasibly remedied by artificial measures, would seriously inhibit plant growth, planting
may be delayed or provided on substitute acres, depending upon natural corrective processes
over a ten-year period. Please note that revegetation of the affected area is not contingent
upon the success of the test plots. The Operator must obtain approval from the Division for
any area which will not be revegetated. Please respond.
15. The Applicant has stated that noxious weeds will be controlled by chemical spraying or other
means. Please indicate if there is ongoing weed control at the site, if so specify the weed
species that are being treated. Also, if weed treatment is necessary at the site, then provide a
weed control plan with the following information*:
