Mr. Tideman <br /> Page 2 <br /> October 6,2014 <br /> 6.4.2 Exhibit B—Index Map <br /> No comment. <br /> 6.4.3 Exhibit C—Pre-mining and Mining Plan Map(s) of Affected Lands <br /> 2. As required by rule 6.4.3(c), the Mining Plan Map must show the existing topography of the <br /> area with contour lines of sufficient detail to portray direction and rate of slope. The map <br /> which was submitted for Exhibit C portrays original contours of the area. The map should <br /> depict the site as it currently exists,including all areas of excavation,highwalls and <br /> backfilled areas.The Operator may consider using a larger map scale to portray the necessary <br /> detail. Please revise the Mining Plan Map accordingly. <br /> 3. The Mining Plan Map shows the old railroad line which is no longer present on the site. <br /> Please remove the railroad from the map or add a note which indicates that the railroad <br /> symbol indicates the former location of the railroad. <br /> 6.4.4 Exhibit D—Mining Plan <br /> 4. The Mining Plan specifies that explosives are being used in the mining operation. The <br /> Division reviewed the permit file and could not find a record of a blasting plan. In <br /> accordance with rule 6.5(4), the Operator must demonstrate that the offsite areas will not be <br /> adversely impacted by blasting. If the Operator has already submitted a blasting plan to the <br /> Division for approval, then please provide a copy of the approved blasting plan. Otherwise, <br /> the blasting plan shall include the following information: <br /> a) How frequently does blasting occur? <br /> b) Specify the blast pattern <br /> c) Provide a cross section of a typical hole profile <br /> d) Specify the delay timing <br /> e) Specify the air overpressure <br /> f) Specify the peak particle velocity <br /> g) Specify the maximum weight of explosives detonated in an 8 millisecond period <br /> 5. Please specify when mining will progress into Mining Area B and D. <br /> 6. The Mining Plan Map indicates that backfilling will occur within Mining Area D1-3 prior to <br /> mining of the phases. Please clarify the sequence in which backfilling and mining of Area D <br /> will occur. <br /> 7. The Mining Plan states the mining areas are subject to change based on market conditions. <br /> Please note that any change to the size or sequence of a mining area will require Division <br /> approval through a Technical Revision. Please respond. <br />
