August 26, 2014 C- 1996 - 083 /13owie No. 2 Mine SLB <br />Stabilization; Placement: <br />Gob Pile #1 <br />The operator indicated that final grading and reclamation of Gob Pile #1 will be completed this Fall. When final <br />grading is complete, the pile should be surveyed to verify consistency with the approved postmining topography <br />and slope configuration prior to topsoil replacement and seeding. <br />Gob Pile #2 <br />Grading and compaction of refuse material accumulated during the winter months was complete. There were <br />windrows of material on the upper bench of Gob Pile 42 that had been placed recently. The material will be <br />allowed to dry before being graded and compacted. Refuse had been placed and compacted in the area between <br />Gob Piles 92 and 44 (TR -76 expansion area). <br />The lower benches of Gob Pile #2 had been groomed by scraping downslope to achieve the approved final <br />contours. Final slopes had not yet been surveyed. Refuse removed from the slopes was placed at the toe of the <br />slopes, and will be moved up the pile for placement and compaction. <br />Gob Pile #3 <br />Refuse material from the wash plant was being hauled to Gob Pile #3 and end dumped in the central area of the <br />pile for drying. A considerable amount of material has been removed from the Gob Pile #3 drying area, and <br />relocated to the northeast/central area of the pile. As the material becomes dry enough for compaction, it is moved <br />further northeast where it is graded and compacted. There is still quite a bit of refuse material to be graded prior to <br />the September 30 date at which time all material from winter storage should be placed and compacted. <br />Overall conditions at Gob Pile 43 were very wet. Crews were working effectively to maintain overall positive <br />drainage, though isolated areas of standing water were observed on the pile. The underdrain was flowing at about <br />I gpm. <br />During the inspection, the outslopes along the northeastern compacted area were observed to be approximately <br />1:1. The approved configuration for the pile is 2.5:1. The operator started work to flatten the outslopes <br />immediately, and the slopes were within the acceptable range prior to the end of the inspection. <br />Subsoil was being salvaged on the cast/northeast end of the pile, in the footprint of the former west coverfill <br />stockpile. In order to facilitate salvage operations, an equipment crossing constructed of fill material had been <br />placed in the diversion ditch, at the junction of ditches JIO and JI 1. The need to keep this ditch open at all times <br />was discussed with the operator, and the ditch was reopened during the inspection. At the close of the inspection, <br />the operator submitted a minor revision application to install a 24" culvert at this location.
