August 26, 2014 C- 1996 - 083 /13owie No. 2 Mine SLB <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds B, C, D, F, J and K all held water. None of the ponds were being discharged. The water level on the Pond <br />F marker was 1.6'; Ponds B and J were approximately 4' below the secondary spillways, and Pond D was <br />approximately 1' below the primary spillway. The pool in Pond K was approximately 30' in diameter, and a few <br />inches deep. <br />Ponds B, D, and F were cleaned this summer. Pond C had been dewatered for cleaning, but recent rains filled the <br />pond again before it could be cleaned. The operator has indicated that the pond is still scheduled for cleaning <br />before winter. Pump equipment was sitting on a high spot within the pond; as noted in previous inspections, there <br />was no containment around the pump or fuel supplies for the pump. While not required by rule, containment is <br />considered a best management practice for preventing off -site impacts from fuel products being discharged <br />through the pond outfall. <br />The replacement well for groundwater monitoring well 67blw was being drilled at the time of the inspection. <br />Sediment control was in place on the drill pad, water from the operation was being collected and placed in Pond D, <br />and cuttings were transported to Gob Pile #3. Existing well 67blw was to be sealed after the new well was cleaned <br />out and cased. <br />Recent rains have damaged some sediment control structures. The following were observed to be in need of <br />maintenance: <br />The straw bales in the C drainage, where undisturbed drainage bypasses Pond C before passing through Culvert <br />D1. <br />Straw wattles on the runouts along the Terror Creek road. <br />Straw wattles at the Terror Creek road crossing and pump facility. <br />Straw wattles on GVB -B 15A, GVB -B 12A and 2014 -SS -13. <br />Ditch cleanout along the lower end of J2, just before the entrance to culvert J 1. <br />General grading on D Portal bench, to eliminate low areas /ponding. <br />Sediment control structures had been recently replaced at the Deer Trail pump house facility, the engineering <br />building, topsoil stockpiles D and E, the storage area north of Gob Pile 43, the ends of culverts J6 and J7 <br />(wingwalls and wattles over Fire Mountain Canal) and along the conveyor corridor. <br />During the inspection of the D Portal area facilities, a spill was observed near the tank bay. At the time the spill <br />was observed, mine personnel were not working to clean or contain it. The spilled substance was identified by the <br />operator as emulsion (Quintolubric) used for the longwall operation. The MSDS provided for the product <br />indicates that spills should be soaked up with inert material and placed into suitable containers for disposal. The <br />operator placed the material in a drum for disposal with the current waste oil disposal contractor. The spill was <br />contained in an approximately 15' diameter puddle, and none of the spilled material had entered the sediment <br />control system prior to the cleanup.
