August 26, 2014 C- 1996 - 083 /13owie No. 2 Mine SLB <br />Cover material has been placed on the west end of Gob Pile #4. Cover material will need to be brought in for the <br />lower benches, to tie in to Gob Pile 91. <br />The operator has indicated that topsoil will be replaced and seeding will be completed this Fall on Gob Pile #4. <br />The cover material will be ripped, and 6" of topsoil will be placed. The topsoil will then be furrowed along the <br />contour, to retain moisture and curtail rill and gully formation. The operator discussed the possibility of placing <br />straw wattles on contour, as well. The Division would encourage placement of straw wattles to retain moisture <br />and protect topsoil resources from erosion. <br />The transitions of the lateral ditches into ditch F21 will be rip rapped along the steep sections resulting from the <br />additional 4' of cover material. These transitions should be armored before the area is topsoiled and seeded, to <br />prevent damage to topsoil resources. <br />ROADS Rule 4.03 Construction 4.03.1(3)14.03.2(3) Drainage 4.03.1(4)14.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)14.03.2(5) and (6) Reclamation 4.03.1(7)14.03.2(7): <br />Roads surfaces were in good condition; ditches and culverts were functional. The light use road to the "yard in the <br />sky" had a gully running down the surface because existing Culvert C -23 is likely undersized. The operator has <br />proposed to install a larger diameter culvert under TR -91, the design of which has been found to be adequate but <br />not yet approved. In order to remedy the on- the - ground issue, the larger culvert should be installed at this time, <br />with approval of TR -91 to follow. <br />Drainage runouts along the Terror Creek road and light use roads to the gob vent boreholes were in need of <br />maintenance (replacement of straw wattles). <br />REVEGETATION Rule 4.15Vegetative Cover; Timing: <br />The Hubbard Creek fan site and some of the gob vent boreholes were inspected. Vegetation on the fan site and <br />several borehole sites is progressing nicely. The fan site had very few weeds; grasses and box elder were <br />becoming well established. Grasses were emerging on 2014 -SS -B and GVB -B13C, both seeded this Spring. <br />Grasses and forbs were coming on well along the relocated Pitkin -Mesa pipeline, also seeded this Spring. <br />Unfortunately, there was a considerable amount of bull or musk thistle that had encroached from surrounding <br />areas. This will need to be sprayed quickly, to prevent further spread. <br />Evidence of weed spraying was apparent site wide, near the gob piles, gob vent boreholes, ponds, and along <br />roadways. New patches of weeds were observed near the "yard in the sky" material storage area (houndstongue), <br />Gob Pile #3 east diversion (burdock), east diversion of Gob Pile 42 (Russian thistle) and along the railroad tracks <br />north of Pond J (bull/musk/Canada thistle). White top and thistle still needed to be sprayed at the eastern inlet of <br />Pond J. <br />SIGNS AND MARKERS Rule 4.02: <br />Signs and markers were observed to be in place as required.
