July 23, 2014 C- 1981 - 019 / Colowyo Coal Mine RDZ <br />The flume at Gulch A needs to have willows removed from the downstream end. <br />The Wash Bay sediment sump was inspected and it was full and discharging to the Wash Bay Pond. Oil booms <br />are in place. Per Kurtis Blunt, this will be cleaned this year. <br />GENERAL MINE PLAN COMPLIANCE: <br />The Colowyo Coal Mine was generally found to be in compliance with the mine plan. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Existing haul roads, roads at the loadout, and the road along Taylor Creek were found to be in good shape. <br />The new haul road ( "Streeter Road ") is almost complete but roadside ditches need to be constructed. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Weeds were observed at many parts of the mine site: <br />• Thistle in and around parcel EP055. <br />• Thistle on the Prospect Pond dam. <br />• Cheat grass on Gossard Pond dam. <br />• Cheat grass near Rail Loop Pond. <br />• Cheat grass on parcel WPO 11. <br />Per Kurtis Blunt, the weed spraying team has completed their work. He Avill be returning to some spots with a <br />hand -held sprayer. <br />The East Pit reclamation area south of Pond EP2 was inspected and no gullies or other problems were seen. The <br />West Pit reclamation area was viewed from the West Pit spoil pile. No gullies or other problems were identified. <br />Much of the 2013 reclamation on the east side of the West Pit spoil pile was inspected by foot. The coverage <br />appeared to be good, and many species were seen. These included grasses in the seed mix as well as pennycress, <br />Kochia, and Lambsquarter. Some of the grasses were over two feet high. Almost no rills were observed. No <br />noxious weeds were seen. <br />South of the West Pit spoil pile, in the area that has been re- seeded, there are bare areas and Pennycress dominates. <br />SLIDES and DAMAGE - Rule 4.12: <br />The slide to the east of the East Taylor Pond is stable. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 4 of 12 <br />
