July 23, 2014 C- 1981 - 019 / Colowyo Coal Mine RDZ <br />No activity was seen in the East Pit reclamation area. Per Kurtis Blunt, parcel EP -57 will be graded in the near <br />future, and the rest of Final East Pit Ditch (approximately 750 feet) will be constructed. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Taylor Fill was viewed from above and below. No erosion or other problems were identified. <br />No equipment was being used on this structure during the inspection. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />A blast was observed in South Taylor Pit (E overburden). Sirens and radio contact were heard, including <br />the all clear signal. The dust was different shades of gray, indicating no noxious fumes. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8, Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />A section of the Streeter Gulch Ditch was inspected as part of the review of Colowyo's plan to maintain <br />this ditch. Colowyo plans to improve reach 25 +00 to 30 +00 by removing material from the bottom of the ditch <br />and placing it parallel to the ditch. This operation should remain in the footprint of the ditch and prevent <br />disturbance to the Phase III released area to the south of the ditch or to the undisturbed area north of the ditch. <br />The following ponds were inspected: Aeration, Work Area, Prospect, Gulch A, Gossard Loadout, Rail Loop, West <br />Taylor, and East Taylor. East Taylor was discharging via a pump and hose system. The following were holding <br />water but not discharging: Aeration, Prospect, Gossard, Rail Loop, and West Taylor. For all discharging ponds, no <br />sign of pollutants was observed. <br />Colowyo is surveying and cleaning ponds this summer. West Taylor Pond has been cleaned in 2014; survey is <br />pending. Anson Excavating and Pipe was seen cleaning East Taylor Pond. Other ponds that appear to need <br />cleaning include the Rail Loop Pond. <br />The primary spillway at the Work Area Pond has been repaired, but it has not been tested as the pond has <br />remained dry since the repairs. The area near the rushes growing at the southwest corner of the Work Area Pond <br />was inspected. This does not appear to be a problem, but the area should be closely monitored for signs of piping <br />or other problems with the dam. <br />Other issues and comments regarding the ponds: <br />• The flume at the Work Area Pond still needs to be repaired. <br />The primary spillway for Prospect Pond has been repaired for a small leak but not yet tested. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 3 of 12 <br />
