July 23, 2014 C- 1981 - 019 / Colowyo Coal Mine RDZ <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were seen at the areas inspected: the main facility area, the scales lot (where the 102 dragline <br />is parked), and the South Taylor parking lot. <br />SPECIAL CATEGORIES OF MINING — Rules 4.22 through 4.27: <br />The high wall mining plan in West Pit was reviewed in the office, and the high wall mining operations <br />were inspected in the field. In the West Pit the high wall mining operation is near the west end of the pit. Coal is <br />being mined from the E seam. The F seam mining is complete in this pit. The width of the pillars, as seen in the <br />field, is in agreement with the symbols on the map seen in the office. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Colowyo has begun the task of spreading topsoil on the portion of the West Taylor Fill that is graded but <br />not seeded (shown in photograph). <br />Topsoil stockpile 15B (south of the raw water tanks) was observed on the west side. It is very well vegetated, the <br />ring ditch looks good, and a sign was observed marking this pile. <br />Topsoil stockpile 16I was observed from below (from the road to South Taylor Pit).
