CITY OF <br /> LA <br /> CO LORADO <br /> July 9, 2014 <br /> Ms.Amy Eschberger <br /> Environmental Protection Specialist <br /> State of Colorado <br /> Division of Reclamation,Mining and Safety <br /> 1313 Sherman Street, Room 215 <br /> Denver, Colorado 80203 <br /> Re: Permit M-1977-572 <br /> Dear Ms. Eschberger: <br /> The City of Lamar provides the following narrative to accompany its Request for Technical <br /> Revision relative to the above referenced Permit for the Lamar East Pit.The City of Lamar <br /> acquired title to the property on April 30, 2013. On May 14, 2013 the City entered into an <br /> agreement with Colorado Parks&Wildlife for joint management of the property and the <br /> contribution of approximately 35 acre-feet of CP&W water to meet Substitute Water Supply Plan <br /> requirements for the ponds on the property. On August 26, 2013 the City of Lamar initiated <br /> annexation of the property into the City of Lamar.Annexation was completed in October 2013. <br /> In partnership with Colorado Parks&Wildlife,the farthest West pond on the property, referred <br /> to as Pond 1 was prepared to be opened to the public for fishing in late 2013. Photos showing the <br /> work that was done in the area of Pond i to prepare the area for public access are attached to <br /> this narrative. Preparation included grading of the pond banks, removal of debris and cast-off <br /> concrete,the construction of two parking areas,installation of fencing, construction of an access <br /> road,grading of a temporary boat launch ramp, and weed and Tamarisk removal in the area. <br /> In addition to the work done in the area of Pond 1,Tamarisk removal and weed control was <br /> conducted throughout the entire site, South of the Arkansas River. Pond 1 was formally opened <br /> for public access and fishing on September 7, 2013.The City has designated the project area as <br /> the City of Lamar North Gateway Park. Public access to areas of the property East of Pond 1, <br /> beyond the area developed as an access road has been restricted through the use of fencing and <br /> signage. It is the intent of the partners to restrict public access to this area until re-vegetation of <br /> the site is better established. <br /> As the City and Colorado Parks&Wildlife have continued to work together throughout 2013 and <br /> 2014 a preliminary development plan has been formalized and committed to paper. I have <br /> attached a copy of the draft plan site map to this Narrative as Attachment C. Details and <br /> specific elements of the development are subject to change as resources and circumstances <br /> dictate,but the overall direction of the development plan has been agreed to and is not likely to <br /> C�ty Administrator 102 East Parmenter Street 719-336-1365 <br />
