change. The redevelopment plan will be implemented in phases. At this time the partners are
planning for three phases for the former mining property South of the River and a fourth phase
for the property North of the river.
In mid-April, 2014 in conjunction with Arbor Day, the Lamar Tree Board enlisted the help of 5th
grade students from Lamar schools and working with CP&W and Lamar Parks &Rec staff, more
than 190 trees were planted at the site in a location between ponds 1 &2 (the area that had the
most successful former re-veg). The City's Water Department staff then ran City water to the
Park from the west entrance to the tree-planting area so that we could irrigate the newly planted
trees, and of course, the re-veg work done by former owner Valco. As of today I would guess that
we have lost less than to trees from the planting project, and the Valco re-veg has greatly
benefitted from the application of water and is thriving.
In May, 2014 working with Prowers County, the City's Public Works Department hauled 6,000
tons of clean soil to the site and applied it to the area South and East of Ponds 2 &3; an area
where you will recall from the earlier site visit, the Valco re-veg did not"take". The City's Public
Works Department then levelled the soil and prepared it for planting a new phase of re-
vegetation which we expect to do in September of this year. The City's Water department then
ran City water to this area from the East side and installed three fire hydrants so that we will
have access to City water to irrigate the re-veg. Photos of that work have been appended to this
narrative.
This month, City Parks&Rec staff has addressed weed growth along the banks of Pond 1 by
cutting the weeds to ground level and then spraying with an environmentally safe herbicide
recommended by CP&W.
The City has been awarded a grant from CP&W to construct a handicapped accessible floating
fishing dock at Pond 1, a shade shelter, and a permanent restroom facility. The City has been
recognized by CP&W statewide as the Southeast Colorado "Partner of the Year" for 2013 for the
North Gateway Park project.
I hope you find this narrative provides the information you need to make an affirmative decision
on the City's request for a Technical Revision.
Si erely,
Jc hn R.
