July 9, 2014 C- 1996 - 083 /Bowie No. 2 Mine SLB <br />be increased. <br />The hay bales and silt fence required to be in place in SAES 10 and 11, along the conveyor belt corridor to the <br />loadout, were in good condition after recent maintenance. <br />The straw bales and wattles along the southern toe of Topsoil Stockpiles D and E had been replaced and were in <br />good shape. <br />PROCESSING WASTE /COAL MINE WASTE PILES Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />Gnh Pile #, <br />Refuse material was being graded and compacted on the upper bench of the eastern end of Gob Pile 42. Material <br />from the expansion area between Gob Piles 42 and 44 was being excavated for placement on the upper bench. <br />The operator is making good progress on rehandling all of the material stacked for drying over the winter. <br />Gob Pile 43 <br />Refuse material was being graded and compacted on the northeastern portion of the pile. Material from Pond B <br />was being placed and compacted along with refuse materials. <br />The drying area in the southwestern portion of Gob Pile #3 had been recently rehandled to expose more area for <br />drying. Trenches had been cut through the material to allow water to drain out of the toe. Very little water was <br />flowing out of the trenches, and it appeared that the material was drying out sufficiently to allow for placement <br />and compaction. There is still a considerable amount of material in the drying area, but the operator was <br />optimistic that rehandling and placement would be completed prior to September 30th, as required in the <br />approved permit application package. <br />Gob Pile 44 <br />Cover material has been spread over most of the western portion of Gob Pile 44. The operator indicated that <br />additional cover material would be brought in to finish the lower benches of the pile, as well as the exposed <br />portion of Gob Pile # 1. The material will be excavated from the expansion area between Gob Piles 42 and 44. <br />The operator requested permission to install wattles on the outslopes of Gob Pile 44, to assist in erosion control <br />on the slopes. The Division agrees that this would be helpful. Installation of the wattles for erosion control will <br />not require a revision to the permit application, and can be installed immediately. The wattles would also be <br />useful after topsoil distribution, until vegetation is established. <br />The operator indicated that the cover material will be ripped prior to topsoil replacement, as outlined in Section <br />2.05.4 of the approved permit application package, to relieve compaction and enhance root penetration. The <br />slopes will be also be pocked to prevent topsoil loss and retain soil moisture.
