Susan Burgmaier -11 July 10, 2014
BRL - Map 14B shows panels that mine both in the upstream and downstream direction.
The mining direction cannot be changed because there are panels located on each side of
the mains.
38. Pages 27 and 29 of Exhibit 15 state that there are no buildings present at the Bowie #2
Mine under the current permit term. With the PR -14 expansion, there will be structures
within the permit boundary and the affected area. Please revise pages 27 and 29 of
Exhibit 15 to address the presence of these buildings.
DBMS - Pages 27 and 29 of Exhibit 15 were revised.
39. DRMS - Please update the Roadssection on page 29 of Exhibit 15 to include roads in
the western mining area and PR -14 expansion area.
BRL - The roads section on page 29 was updated.
40. DBMS - Page 30 of Exhibit 15 says that there are no areas within the Bowie #2 mine
plan with overburden greater than 1500'. Please update page 30 of Exhibit 15 to include
the overburden depths in the Spruce Stomp area, which are in excess of 1,500' in the
zones of minor subsidence impact.
BRL - The discussion of areas with overburden greater than 1,500 feet was deleted from
the text since those areas are obviously in a zone of minor subsidence.
41. DRMS - Please update page 33 of Exhibit 15 to include perennial streams in the list
of surface water resources within the affected area.
BRL - Perennial streams were added to the list of water resources on page 33.
42. DRMS - Exhibit 15 will need to be updated to include Stevens Gulch Road.
a. Please update page 45 of Exhibit 15 to include a plan for monitoring and repair of
any subsidence damage that would occur on Stevens Gulch road as a result of
mining in the PR -14 expansion area.
BRL - A plan for monitoring and repair of Stevens Gulch Road was added to page 45 of
Exhibit 15.
b. Given that Stevens Gulch is a publicly used road, the monitoring frequency for this
road should be increased. Please update page 45 of Exhibit 15 to include weekly
monitoring during active subsidence, quarterly for one year after subsidence, and
then annually thereafter.
BRL - The monitoring frequency for Stevens Gulch Road was added as requested.
