Please expand the discussion to include any potential impacts to water users, as <br />required by Rules 2.05.6(3)(a)(ii) and 2.05.6(b)(I)(C). <br />BRL - Page 2.05 -164 was revised to discuss the impact the slope change may have on <br />water rights. <br />b. DRMS - In addition to the proposed water monitoring points (SW -01 and SW -12) <br />and the proposed fish, sediment and macroin vertebrate sampling, please provide a <br />monitoring plan for the West Fork of Terror Creek, in accordance with Rule <br />2.05.6(6)((b)(fi), to verify the accuracy of the prediction that subsidence will not <br />result in material damage or diminution of reasonably foreseeable use of <br />structures or renewable resource lands. <br />Specifically, the plan should address: <br />L Monitoring locations along the panels to verify the maximum <br />subsidence prediction. <br />BRL - Subsidence lines will be set up along the panels to verify the maximum <br />subsidence prediction. Monitoring schedule was added to page 2.05 -178. <br />ii. Monitoring locations along the creek to verify the predicted change in <br />the slope of the channel. <br />BRL - Surveying the West Fork of Terror Creek flow line is problematic. There is so <br />much tree cover in the narrow canyon that GPS cannot consistently connect to <br />satellites. There are a few places satellites can be found but not enough to perform <br />a flow line survey to determine slope changes in the channel. The baseline gradient <br />of the channel was determined from contours generated by a Lidar aerial survey. <br />Monitoring schedule was added to page 2.05 -178. <br />36. DRMS - Please revise page 2.05 -171 to include a commitment to distribute the <br />results of planned fish, sediment and m acroin vertebrate sampling to the Division, in <br />addition to BLM, USFS, and USFWS. <br />BRL - The DRMS was added to the distribution list for the sediment and macro invertebrate <br />sampling shown on page 2.05 -171. <br />37. The currently proposed B -Seam Mining plan, presented on Map 14B shows that <br />longwall panels under the West Fork of Terror Creek will progress from downstream to <br />upstream. This progression will be essential in minimizing potential knick points in the <br />stream. Please include a commitment in the text to undermine the West Fork of Terror <br />Creek in an upstream direction, beginning downstream. <br />
