June 9, 2014 C- 1996 - 083 /Bowie No. 2 Mine SLB <br />During the inspection, the operator asked about how best to achieve the tie -ins from the bench ditches to the lateral <br />collection ditches, since the lateral ditches will be elevated with placement of cover fill material. It was <br />determined that the rip rap of the lateral ditches would be extended up into the steep drop of the bench ditch. This <br />will fall under field fitting of the ditch construction, and will not require any revision to the approved designs. <br />ROADS Rule 4.03Construction 4.03.1(3)14.03.2(3) Drainage 4.03.1(4)14.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)14.03.2(5) and (6) Reclamation 4.03.1(7)14.03.2(7): <br />Overall, roads and associated drainage structures were in good condition. The following maintenance items were <br />observed: <br />• Culverts J5, C7, C15, C19, and C12 needed to be cleared. <br />• Ditches J15 and J16 were functional but needed to be regraded. <br />• Ditch C 14, between curves 6 and 8 needed to be regraded and re- armored; the ditch was downcutting. <br />• Ditch B8, below the material storage area at Culvert C8 needs to be maintained. <br />• Material falling off of the haul trucks has caused the surface of the Gob Pile 43 haul road to become <br />elevated. As such, the freeboard between the road surface and the sediment control structures along the <br />bridge crossing has diminished. The road surface needed to be brought down to original elevation, and <br />wattles placed on the bridge corners to ensure that no sediment from the roadway finds its way to the Fire <br />Mountain Canal. <br />• A culvert along the light use roadway to the material storage area east of the D Bench was going to be <br />replaced with a larger diameter culvert. Design and location information for this culvert needs to be <br />approved before it is installed. Also, this culvert is shown on Map 21 -2, but not on Map 20. <br />• Some of the drainage runouts along the Terror Creek access road and gob vent borehole roads had been <br />cleaned and new wattles had been placed. There are still several miles of road to be maintained; the <br />operator indicated that maintenance would be ongoing. <br />REVEGETATION Rule 4.15Vegetative Cover; Timing: <br />Evidence of recent weed spraying was observed at the Terror Creek shaft site, Pond F, GVB -1OA, and along the <br />lower stretch of conveyor to the loadout. Crews were observed working on weeds during the inspection on Gob <br />Pile 42 and near Pond F. <br />In addition to previously noted weed infestations, untreated thistle was observed at Ponds J and K and the material <br />storage areas east of D Bench ( "yard in the sky "). Untreated whitetop was observed at Pond J, on the east inlet. <br />Houndstongue was prevalent at the material storage areas east of D Bench ( "yard in the sky ") and northwest of <br />Topsoil Stockpile A. <br />Vegetation on the reclaimed GVBs above Panels B 10 and BI I vas emerging. Oak brush is encroaching on the <br />roadways and drill pads. <br />Vegetation on the Hubbard Creek fan site was in good condition. Weeds were less prevalent than last year at this <br />time, and several Box Elder seedlings were observed throughout the reclaimed area. <br />Number of Partial Inspection this Fiscal Year: 18 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 5 of 31 <br />
