June 9, 2014 C- 1996 - 083 /Bowie No. 2 Mine SLB <br />• There are straw bales and silt fence along the washplant storage yard that were observed to be in good <br />condition. This sediment control feature is not indicated on Map 20, and should be added to the map. <br />• Wattles along the outslope below the Engineering Office were displaced when initially inspected, but <br />replaced prior to the close of the inspection. Silt fence on the northwest side of the Engineer's Office was <br />in good condition. <br />• The wattles and bales along the toe of Topsoil Stockpiles D and E needed to be replaced. <br />• The silt fence along the outslope of the old rail bed, south of Pond F, needs to either be replaced or <br />removed on the ground and from the permit maps. Sediment control on this slope is not required under <br />Rule 4.05.2(4). It appears that the silt fence was installed when Pond F was constructed, but was not a <br />component of the approved /required sediment control system. <br />• Wattles at the Hubbard Creek Fan site were in good condition. <br />• There is silt fence in place around the material storage area east of SAE #10, near Ditch J15. The silt <br />fence was in good condition, but this SAE is not designated on Map 20 design and location information <br />will need to be submitted for inclusion in the approved permit application package. <br />PROCESSING WASTE /COAL MINE WASTE PILES Rules 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />No refuse was being hauled to the refuse areas at the time that they were inspected, due to a breakdown in the <br />wash plant. <br />Gob Pile # 1 was inactive at the time of the inspection. <br />Gob Pile 42 <br />Equipment was working on the northern end of the upper bench, removing material for placement and compaction. <br />The central portion of the pile, the TR -76 expansion area, was also being excavated, replaced and compacted. <br />• Refuse material on the north end of the pile has been excavated for rehandling. The elevation of this <br />portion of the pile has dropped approximately 10" since last inspected on May 21, 2014. <br />• Refuse material placed temporarily upslope of Ditch F12 appeared to be steeper than the approved 3:1 <br />outslopes, and should be regraded to prevent sloughing into ditch F12. <br />• Ditch F14 had been regraded and armored, and was in excellent condition. Ditches F19 and F20 had been <br />recently maintained and were also clear and functional. <br />Gob Pile #3 <br />Gob was being excavated from the drying area and placed on the northeastern portion of the pile for grading and <br />compaction. Progress has been made in rehandling the drying area material, but there remains a considerable <br />amount of material to be placed before the September 30th required completion date. <br />Gob Pile 44 was inactive at the time of the inspection.
