June 9, 2014 C- 1996 - 083 /Bowie No. 2 Mine SLB <br />FISH and WILDLIFE Rule 4.18: <br />Several deer, a couple of turkeys, and a red - tailed hawk were observed on the upper part of the permit area, <br />between gob vent borehole sites. Marmots were prevalent in the material storage areas on site. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage —Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds B, C, D, F, and J all held water. Pond K was dry. None of the ponds were being pumped or discharged at <br />the time of the inspection. Ponds B and F will need to be cleaned this summer. The operator had pulled some of <br />the sediment from the B pond inlet up onto the sideslopes for drying to facilitate removal. <br />The flumes on the West Fork of Terror Creek, approved under Minor Revision No. 150, were being installed at the <br />time of the inspection. Flow in the creek had been diverted around each of the construction areas. The diversion <br />channels were lined with heavy plastic sheeting to prevent bed scour and entrainment of suspended solids; the <br />liners appeared to be effective, as turbidity through the diversions appeared to be minimal. <br />During the third day of the inspection, the lower flume site was inspected again, when construction was complete. <br />The stream had been returned to its original bed, and flow was running through the newly installed flume. Visual <br />observation of the turbidity in the flow in and below the construction section was minimal. The diversion area and <br />disturbance areas had been backfilled, topsoil replaced, seeded, and mulched. <br />SAES: <br />• The Terror Creek vent shaft location was in good condition. The silt fence and straw bales were <br />functional and in good condition, and the outslope of the shaft was well vegetated. <br />• Straw wattles along the Terror Creek road crossing (at the confluence of Terror Creek and the West Fork <br />of Terror Creek) were functional, but needed to be replaced to ensure that sediment continues to be <br />intercepted before the drainage from the roadway and bridge reaches the two creeks. Existing wattles <br />have a considerable amount of sediment built up behind them, which may affect their ability to filter the <br />design event. <br />• Wattles on GVB -12D were not in place when the area was initially inspected, but were subsequently <br />installed prior to the close of the inspection. There was an apparent miscommunication with BRL on the <br />requirements for wattles or silt fences on the reclaimed borehole pads, and some newly reclaimed holes <br />had straw matting in place of wattles or silt fence. Wattles or silt fence will need to be maintained on all <br />of the gob vent borehole sites until no longer required under Rule 4.05.2(1). As such, wattles or fencing <br />will need to be installed on the remaining recently reclaimed sites where vegetation is not yet established. <br />• The straw bales along the SAE just north of the loadout, under the conveyor, should be replaced. While <br />functional, the bales are breaking down and may not be effective at treating the design event. <br />• The silt fence along the Fire Mountain Canal, at SAE 411 near the conveyor belt, needs to be replaced <br />where sediment accumulation has pulled the fabric down. <br />Number of Partial Inspection this Fiscal Year: 18 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 31 <br />
