June 9, 2014 C- 1996 - 083 /Bowie No. 2 Mine SLB <br />SUBSIDENCE Rule 4.20: <br />Portions of B Seam panels 10 through 14 were walked, particularly in the vicinity of gob vent boreholes and <br />associated roads. No subsidence features were observed on any of the areas traversed. <br />SUPPORT FACILITIES -Rule 4.04: <br />The cut slope of the Terror Creek ventilation shaft was reinforced with rock bolts and netting at the time of <br />construction. During the inspection, sagging of the netting was observed in a few spots, but the face appeared to <br />be stable overall. <br />An unmapped culvert was identified in the Pond K drainage area. The culvert is a 24" corrugated plastic pipe that <br />runs from the southeast corner of the loadout batch weigh system building down to Ditch K4, just northeast of <br />Culvert K2. Design and location information for this culvert will need to be incorporated into the approved permit <br />application package, and should be included in the revision application being submitted to address permit <br />inconsistencies identified during the May 21, 2014 site inspection. <br />Culvert K2, identified as blocked during the May 21, 2014 inspection, was clear at the time of the June 9th <br />inspection. The operator had, however, excavated a sump and installed straw bales in front of the culvert. The <br />sump will need to be extended eastward and the bales moved eastward to ensure that flow can freely enter the <br />culvert. <br />The inlet to Culvert C 1 could not be located in the field. The bench area that drains to Culvert C 1 was <br />reconfigured with the drilling of utility holes under MR -133. The drainage now runs along the roadway down to <br />the outlet of Culvert C 1. The operator will need to either clear the inlet and reconfigure the drainage on the bench <br />as permitted, or revise the drainage control plan. <br />There is a culvert at the fan bench site, labeled "12" Culvert", that is not depicted on Map 20. When Map 20 is <br />revised to address the other inconsistencies identified in this report, this culvert should be added to Map 20. <br />The ditch from the southeast corner of the office building, draining to Culvert C12 needed to be maintained. <br />SIGNS AND MARKERS —Rule 4.02: <br />Mine identification, disturbed area boundary, stream buffer zone, and topsoil stockpile markers were observed <br />throughout the site. Required markers were in place and in good condition with the exception of the marker for <br />Topsoil Stockpile F, which was laying down on the stockpile outslope (the sign needs to be repositioned to ensure <br />visibility), and two disturbed area markers laying down along the light use road to the material storage area east of <br />the D Bench. <br />Topsoil stockpiles D and E are identified in the field by a marker on the south side of the stockpiles. The operator <br />should consider adding a marker on the north side, where heavy equipment traffic occurs, to ensure that the topsoil <br />is not inadvertently contaminated during storage. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Number of Partial Inspection this Fiscal Year: 18 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 6 of 31 <br />
