May 8, 2014 C- 1996 - 083 /Bowie No. 2 Mine SLB <br />June 1 - September 1 Cutthroat Trout spawning season. The operator indicated that a waiver for the June 1 cutoff <br />would be requested from CPW. <br />Ponds B, C, D, F, and J held water. Pond K was dry. All disturbance along the main haul road was being diverted <br />to Pond C, and water from Pond C was being pumped to the wash plant. Pond F was being pumped to Pond C. <br />When water from Pond C is used in the wash plant, less water is pulled from the approved Deer Trail Ditch <br />supply. The inspector inquired about water rights pertaining to the beneficial use of water in Pond C (used in the <br />wash plant); the operator indicated that he would find out whether a meter might be required for the pumps. The <br />augmentation plan is currently being reviewed under Technical Revisions 84 and 87, and Permit Revision 14. <br />These applications should be revised to include the current practice of pumping from ponds to the plant, and in the <br />event that the practice cannot be approved, the pumping to the plant for beneficial use would not be allowed. <br />Ponds B, C, and F will need to be dredged this spring, to ensure that the capacity for the design event is <br />maintained. The operator indicated that the cleanings had already been scheduled, and would be started as soon as <br />water levels were lowered. The inlet to Pond K (Ditch K -4) had been recently maintained. <br />The small area exemptions at the pump house and Pond D storage area were inspected and found to be in good <br />condition. <br />PROCESSING WASTE /COAL MINE WASTE PILES Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />Gob Pile 42 <br />Gob material from the central portion of the pile, aka the TR -76 expansion area, was being hauled to the lower <br />central bench for placement and compaction. <br />Grading and compaction on Gob Pile 42 is progressing, but there is a considerable amount of material in the TR- <br />76 expansion area that still needs to be rehandled. <br />New material had been dumped on the eastern end of the upper bench, where it will be left to dry before it is <br />graded and compacted. <br />The back edge (northern edge) of the upper bench has reached the limits of topsoil stripping. Before any new <br />material is placed in this area, the slope will need to be stripped of all organic material, as required by Rule <br />4.09.1(4). <br />Ditch F -23, in the lower central area of Gob Pile 42 needed to be reshaped and armored, as it has downcut <br />considerably with runoff from the pile. <br />Gob Pile 43 <br />The underdrain carrying the seep from the Fire Mountain Canal was flowing at a rate of less than 1 gallon per <br />minute. <br />Number of Partial Inspection this Fiscal Year: 16 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 16 <br />
