May 8, 2014 C- 1996 - 083 /Bowie No. 2 Mine SLB <br />An excavator was working in the drying area, moving material out for grading and compaction in the central area <br />of the pile. <br />Culvert J8, on the southeast side of the haul road as it enters the gob pile, needed to be cleared; sediment was <br />blocking the lower 1/3 of the culvert. <br />Mixing of cover material with refuse material was not observed during the inspection, but it appeared that material <br />had been recently removed from the Gob Pile 43 East Coverfill Pile; the pile was nearly depleted. The Division <br />has required BRL, with approval of Technical Revision No. 77, to survey and calculate the volumes of all coverfill <br />stockpiles on a quarterly basis, to ensure that the minimum amount of material to provide the required 4' of cover <br />(Rule 4.10.1(5)) remains available at all times. <br />Gob Pile #4 <br />Material from the B -Portal bench storage area expansion (approved under Technical Revisions 79 and 83) was <br />being hauled and stockpiled on the east end of Gob Pile 44. <br />The operator had recently performed maintenance on the West Diversion Ditch. The ditch was in good condition, <br />and there did not appear to have been much spalling of material from the old King Mine outslope above the ditch. <br />REVEGETATION Rule 4.1 SVegetative Cover; Timing: <br />There is widespread thistle along Ditch J -10; this area should be sprayed before the new clean water <br />diversion ditch is constructed to prevent seeding and further spread. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 16 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 4 of 16 <br />
