Basic Standards <br />CWQCC regulations <br />The PSCM did not generate significant amount <br />for Ground Water <br />41.4 and 41.5 <br />of leachates in 2013. Eight groundwater wells <br />exceeded the pH standard (8.5) in 2013. The <br />baseline water quality for pH associated with <br />the eight groundwater wells exceeded the 8.5 <br />standard. Eight groundwater wells exceeded <br />the manganese standard (0.2 mg /l) in 2013. <br />As mentioned in the above item number 8 <br />above, in soils with a high pH a standard of 10 <br />mg /l would be more appropriate than the 0.2 <br />mg /l. In 2013 no PSCM wells displayed a value <br />higher than 5.0 mg /l. Three wells exceeded <br />the fluoride standard (2.0 mg /l). The iron <br />standard was exceeded at alluvial well 71. <br />The baseline conditions for all of the above <br />mentioned wells exceeded the basic standards <br />for groundwater prior to the issuance of C- <br />2009 -087. <br />19. Restoration of <br />CDRMS regulation <br />For the 2013 water year, water levels at all <br />ground recharge to <br />4.05.12(3) <br />wells fell within their historic ranges. All <br />approximate pre- <br />alluvial wells displayed seasonal water level <br />mining rate <br />fluctuations in response to periods of <br />precipitation recharge. <br />20. Prevention of <br />CDRMS regulation <br />Compliance with the Basic Standards for <br />adverse impacts to <br />4.05.11(1) <br />ground water, as in item 10, indicates the <br />ground water <br />permittee is preventing adverse impacts to <br />systems outside <br />ground water quality outside the permit area. <br />permit area <br />Monitoring data indicate the permittee is <br />preventing impacts to water quantity outside <br />the permit area.
