William A. Bear
April 30, 2014
November of 1995, with the documentation provided in Volume VI of the currently approved
permit application package. The Division is currently working with History Colorado to
determine whether any additional action or information will be required from BRL, and will
notify you as soon as any determination has been made.
3. BRL provided an abridged version, for review purposes only, of the revised design information
(SEDCAD output) for the Pond D watershed and indicated that the complete design
information would be submitted in a forthcoming revision that would include plans to expand
Gob Pile #2. The Division did not have access to and thus did not review the entire Pond D
watershed. Accordingly, when the remainder of the watershed design is reviewed, there may
be subsequent required changes to the portion of the Pond D watershed design that was
provided for our review.
4. The as -built design for the pond (currently Drawing 95266 -04 of Volume IV, or a new Pond D
Detail drawing labeled 22 -D), will need to be provided when the construction is complete. A
revised as -built drawing or, if the reconstruction is not complete, a revised drawing of the
proposed pond details will also be needed to review the upcoming revision for the entire Pond
D watershed.
5. BRL proposes the removal of Culvert C -F4 which will result in flow from Ditch D- F21 -2, that
previously passed through Culvert C -F4 and over to Pond F, now being directed to Ditch D -D3,
Culvert C -G3, and Pond D. BRL did not provide updated Structure Details for Ditch D -D3 or
Culvert C -G3 to include the additional flow that would enter Ditch D -D3 and Culvert C -G3.
Without revised designs for Ditch D -D3 and Culvert C -G3, the Division cannot approve removal
of Culvert C -F4. If the receiving structures would need to be enlarged to carry the design
event, they would need to be reconstructed at the time of removal of Culvert C -F4. Please
either provide revised designs for Ditch D -D3 and Culvert C -G3 to include the increased flow
resulting from the removal of Culvert C -174, or revise the revision application materials to
retain Culvert C -174.
6. The cover letter for the revision application indicates that Culvert C -G2 will be removed, and it
appears to have been removed from the review copy of Map 15 -3. It is not clear on the review
copy of Map 15 -3, however, how flow from Ditch D -D4 will be conveyed to Pond D. The
application materials include a design (Structure Detail) for Culvert C -G2 with an indication that
a 12" pipe will be installed, and the cost estimate indicates that the culvert will be resized but
retained. Please clarify whether Culvert C -G2 will be removed or relocated and /or resized,
and if it is to be relocated /retained, please indicate its location on the review copy of Map
15 -3. If the culvert is to be removed, please provide a clear indication, on Map 15 -3, of where
Ditch D -D4 will enter Pond D.
7. The Structure Detail for Culvert C -G2 indicates that the design flow is 0.42 cfs. The
Subwatershed Hydrology Detail table shows a design flow of 11.77 cfs. If Culvert C -G2 is to be
