April 21, 2014 C- 1992- 08I/Hayden Gulch Loadout JHB <br />Culverts along the Tie - across Haul Road were observed. <br />TAHRC -19: <br />Clear <br />TAHRC -18: <br />Clear <br />TAHRC -17: <br />Clear <br />TAHRC -16: <br />Clear <br />The ditch on the north side of TAHR has approximately 1 ft. down cut near the powerline crossing. The down <br />cutting continues for approx. 100 ft. The ditch on south side of haul road is fine. <br />TAHRC- 131 Clear and flowing. <br />TAHRC -12 inlet is clear, The outlet is approx. 1 /5th full of sediment, but flow through does not appear impeded. <br />TAHRC -9: Clear <br />TAHRC -7: Culvert is clear but the west side of the inlet is side cutting. HGT needs to fill in this side cutting to <br />assure flow continues through culvert and side - cutting does not progress. The outlet has some sediment in the <br />bottom of the culvert but flow is unimpeded. <br />TAHRC -8a: Culvert is clear with no problems noted. <br />TAHRC -6 Some rocks were present in the mouth of the culvert inlet, but this did not appear to impede potential <br />flow. <br />TAHRC 2 and 2A: Dry creek flows under the TAHR at this point. Culvert 2A was flowing approximately 18" <br />deep. Culvert 2 was holding a stagnant pool of water. Dry creek flow appears to be bypassing the eastern <br />channel that flows through culvert 2. <br />Ponds: <br />The Truck loop pond was holding a shallow pool of water approx. 3 ft. below discharge elevation. There was no <br />sign of seepage in the Truck loop pond riser. Previous repairs appear to have been effective. <br />The Rail loop pond was holding a pool of water approximately 2 -3 feet below the combined spillway. There was <br />no evidence that the pond had discharged recently. Embankments looked stable and vegetated. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The "temporary waste pile" needs to either be named appropriate to the material stored in this pile, or if it <br />is coal waste, it needs to be permitted in accordance with Coal Mine Waste Bank regulations 4. 10, and 4.11. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The TAHR was being graded and watered during the inspection. One area on the north side of the TAHR <br />near the location of Topsoil stockpile D had a piece of equipment go off the roadway and disturb the ditch. As a <br />result the ditch is not draining in this location. (Photo 13) Grading of this damaged area is needed to reestablish <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 10 <br />
