6.4.5 Exhibit E — Reclamation Plan
9. To be acceptable to the Division, please replace the following wording in the reclamation plan
narrative from "any slopes created will be graded 3h:ly more or less" with "any slopes created will be
graded no steeper than 3h:Iv, unless approved by the Division'.
The revised section on reclamation is attached. The wording has been changed to reflect your
request. It now reads: "Any slopes created will be graded no steeper than 3h:ly, unless approved
by the Division."
10. Please clarify the number and location of topsoil stockpiles and update the reclamation plan narrative
and mining plan map as necessary.
As originally shown on the mining map (Exhibit D), the intent was for one stockpile along the north
edge of the new pit boundary. A more accurate description of stockpiles would be that as mining
occurs, the stockpile location(s) will be adjusted according to field conditions and amount of
material requiring stockpiling. A revision on stockpiles in the mining narrative is attached.
Revised locations are shown the attached aerial map provided by Mark Kokes.
As previously stated in the narrative under Exhibit E- Reclamation Plan, "As mining occurs,
stockpiles will be located around the inner perimeter of the permit area to minimize the distance
needed to push and reclaim the area."
11. Please specify the tons /acre of straw that will be used to mulch the reclaimed area.
The normal rate of application is approximately two tons per acre of air -dry material. That can
vary, depending on the type of straw actually employed.
12. As required by Rule 6.2.1, all maps must be prepared and signed by a registered land surveyor,
professional engineer, or other qualified person. Please sign Exhibit E and all other maps submitted
for the conversion application.
A copy of all maps are re- submitted with signatures.
13. The Applicant stated that fencing may be needed during the first two years after seeding to prevent
livestock from grazing on the reclaimed area. Please state that this fence will be taken down or will be
left for the landowner. If the latter is chosen, please submit a signed and notarized letter from the
landowner allowing the fence to remain after final reclamation is complete.
Mark Kokes, as president of MMM Partnership, has provided a signed and notarized letter
regarding the final disposition of any fencing. A copy of that letter is also attached herein.
