Apri122, 2014 C- 1981 - 019 / Colowyo Coal Mine RDZ <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />In the West Pit area, the Taylor Tributary Ditch and the Taylor Ditch were viewed from the runaway truck <br />ramp. The lower portions of Taylor Tributary Ditch and East Taylor Ditch were walked. No erosion or other <br />problems was observed with any of these three creeks. Blowouts of contour ditches were observed near the <br />confluence of Taylor Tributary Ditch and East Taylor Ditch. These require maintenance when the ground dries, <br />preferably in 2014. <br />The portion of the West Pit Coal Road Ditch that has been constructed (many years ago) was found to be stable <br />and well vegetated. The dimensions at the lower end (the upper end of the new reach to be built) are <br />approximately 30 feet wide and approximately three feet deep. Above the reach that still needs to be built, the <br />watershed is mostly bare. The contour ditches in this area are in good shape. <br />Prospect Ditch was inspected in the area where repairs were conducted (below PD 1 and above the undisturbed <br />area). The channel is stable and wattles are generally in good shape. Two wattles were repaired during the <br />inspection. <br />Three of the sumps along the road to West Pit Pond (Sumps 2, 4, and 5) are holding water and sediment, and <br />Colowyo needs to routinely clean these, as they have in the past. The problems with the areas near the sumps have <br />been addressed. Berms have been re- constructed and grading performed to prevent sediment loading from the <br />road onto undisturbed areas near the Taylor Creek Buffer Zone. Piles of soil (possibly from cleaning of the <br />sumps) seen near the sumps have mostly been disposed of There is no evidence that significant amounts of <br />sediment have been transported by runoff into the undisturbed area (the buffer zone). Sump 1 was dry; it needs <br />maintenance in terms of sediment removal and repairs to the outlet. <br />Culverts K, L, and M were inspected. The upstream end of Culvert K is half full of sediment and maintenance is <br />required soon. Some sediment removal at the upstream end of Culvert M is needed, but not urgent. <br />The following ponds were inspected: Section 28, PD 1 stock tank, West Taylor, East Taylor, Work Area, Prospect, <br />Gulch A, Streeter, Stoker Siding, Gossard Loadout, and Rail Loop. The following ponds were discharging at the <br />flumes: Stoker Siding, West Taylor, East Taylor, Streeter, Prospect, and Work Area. For all discharging ponds, no <br />sign of pollutants was observed. Several of the ponds that were not discharging held water. <br />The primary spillway at the Work Area Pond was inspected. It is still leaking through the head gate. A small <br />discharge was seen in the flume, even though the water level in the pond was approximately one inch below the <br />holes in the primary spillway stand pipe.
